Good practices for orderly sale of uncompleted first-hand flats

     The Transport and Housing Bureau (THB) and the Estate Agents Authority (EAA) today (August 26) jointly organised a seminar for developers and estate agents on good practices for the orderly sale of uncompleted first-hand flats.  

     The seminar aimed to help staff of the developers and estate agents better understand the requirements for flat sales and show flats under the "nine new measurements and 12 requirements" which came into effect on June 1, 2010.  Speakers from the THB and EAA also shared with participants good sales practices, with a view to ensuring that the selling of uncompleted first-hand flats will be conducted in a transparent, fair and orderly manner.

     A spokesman for the THB said: "Among other things, developers were advised to let estate agents and the public know the property information and logistics arrangements regarding the flat sales well in advance of the commencement of sales, including the exact time for the commencement of sales, the sales venues and the total number of flats being offered in each batch of sales.  Sales brochures should be made available seven days prior to flat sales, and price lists should be made available three days prior to the flat sales.  

     "Also, developers were advised to adopt a fair registration system for determining the order of priority of buyers, and efficient crowd management measures to ensure order and to avoid unnecessary queuing.  On show flats, developers were reminded that at least one of the show flats has to be an unmodified flat.

     "Estate agents were advised to provide accurate and comprehensive property information to prospective buyers.  Also, they were reminded not to take deposits without developers' authorisation, and not to engage in high pressure sales tactics," the spokesman said.
 
     Over 80 representatives from developers and estate agents attended the seminar.
