Appointments to Independent Police Complaints Council

     The Government announced today (May 20) the re-appointment of Mr Jat Sew-tong, SC, as Chairman of the Independent Police Complaints Council (IPCC) and the appointment of a new member to the council.

     The re-appointment and appointment are made by the Chief Executive under section 5 of the IPCC Ordinance (Cap. 604) for a term of two years from June 1, 2010, to May 31, 2012. The appointments were published in today's Government Gazette.

     Mr Jat's current term of office will expire on May 31. He is a Senior Counsel and has rich experience in public service. At present, Mr Jat is also the Chairman of the Criminal and Law Enforcement Injuries Compensation Boards, the Chairperson of the Review Committee on Trust Fund for Severe Acute Respiratory Syndrome, the Deputy Chairman of the Administrative Appeals Board and Unsolicited Electronic Messages (Enforcement Notices) Appeal Board as well as a member of the Telecommunications (Competition Provisions) Appeal Board.

     The new member is Professor Lawrence Ma Yan-kwok.

     The existing Vice-chairmen of IPCC are Dr Joseph Lee Kok-long, Dr Lam Tai-fai and Mr Abraham Shek Lai-him, while other members are Mr Yeung Yiu-chung, Dr Tse Tak-fu, Ms Priscilla Wong Pui-sze, Dr Helena Yuen Chan Suk-yee, Dr Lawrence Lam Chi-kit, Ms Emily Cheung Mui-seung, Ms Carmen Chan Ka-mun, Mr Eric Cheung Tat-ming, Prof Stephen Cheung Yan-leung, Ms Christine Fang Meng-sang, Mr Eddie Ng Hak-kim, Dr Chan Pui-kwong and Mr Albert Cheng Jinghan.

     "The IPCC has been a statutory body since the commencement of the IPCC Ordinance on June 1, 2009. The ordinance provides the council with a legal basis to exercise its role and powers. It also imposes a statutory duty on the Police to comply with the council's requirements," said a government spokesman. "We are most grateful for the hard work and wise counsel of the council, and look forward to continuing to benefit from the council's advice."
