The following is issued on behalf of the Legislative Council Secretariat:
At its meeting held today (October 16), the Legislative Council House Committee discussed the issues in connection with the moving of a censure motion under Rule 49B(1A)(Disqualification of Member from Office) of the Rules of Procedure on Hon KAM Nai-wai, and decided that the wording of the censure motion should be drafted by the mover of the motion, Hon Miriam LAU Kin-yee, and the other three Members who will jointly sign the notice of the motion. The four Members will not join the Legislative Council Subcommittee on Preparatory Work for the Moving of a Motion under Rule 49B(1A)(Disqualification of Member from Office) of the Rules of Procedure on Hon KAM Nai-wai (Subcommittee) to avoid possible conflicts of role. The three other Members are Dr Hon Joseph LEE Kok-long, Hon IP Kwok-him and Hon Mrs Regina IP LAU Suk-yee.
The House Committee also decided to revise the terms of reference of the Subcommittee. The Subcommittee will now consider matters other than drafting the censure motion. Such matters include proposal on the membership of the investigation committee.
As the terms of reference of the Subcommittee had been revised, in line with the normal practice, the membership of the Subcommittee is re-opened to allow other Members to join. The Subcommittee therefore decided at the beginning of its first meeting held after the House Committee meeting that consideration of business be deferred until a new membership of the Subcommittee is formed.
