Hospital Authority receives Queen Elizabeth Hospital investigation report

The following is issued on behalf of the Hospital Authority:

     The Hospital Authority (HA) today (September 18) received the "Investigation Report of the Incident with Incorrect Identification of Two Babies in Queen Elizabeth Hospital (QEH)" from the hospital.  The investigation was conducted under the instruction of the Hospital Chief Executive of QEH following the incident, and the report was submitted to the Food and Health Bureau simultaneously today.

     The HA Chief Executive, Mr Shane Solomon, said the Authority accepted the findings of the report and will ensure that the recommended measures are fully implemented by the hospital management to prevent recurrence of similar incidents.

     "Based on the findings of the report, the Hospital Chief Executive will follow up on the disciplining of the concerned staff members according to established human resources procedures.  A Committee of Inquiry (COI) will be established to ensure due process in assessing individual staff's responsibility and appropriate actions.  The recommendations of the COI will be submitted to me for consideration," Mr Solomon said.

     "We deeply regret this incident and the unpleasant experience and stress caused to the babies and their parents.  We will continue to follow up with the parents to provide whatever support and assistance they may need," he added.
