CE appoints new Director of Chief Executive's Office (with photo)

     The Chief Executive, Mr Donald Tsang, announced today (July 17) the appointment of Mr Raymond Tam as the Director of the Chief Executive's Office as from August 1.

     "Raymond is a person with exceptional qualities. He has excellent interpersonal skills and a great deal of experience in administrative and political work. He was chosen for his ability, integrity and commitment to Hong Kong," Mr Tsang said.

     Mr Tam joined the team of politically appointed officials on June 1, 2008, and has been serving as the Under Secretary for Constitutional and Mainland Affairs. Prior to that, he was a member of the civil service and had served in a number of policy bureaus and departments.

     "I have every confidence that Raymond will do well in his new position," Mr Tsang said.

     Mr Tam will succeed Mr Norman Chan, who has been appointed as the Chief Executive of the Hong Kong Monetary Authority (HKMA) as from October 1.

     "Norman has taken on a number of very difficult assignments as director of my office. I am most grateful for his enormous contribution in this regard. He is a person with a very agile mind, totally committed to Hong Kong, and is highly respected in the banking and financial sectors both locally and overseas. I believe that he will be an excellent Chief Executive of the HKMA," Mr Tsang said.

     The Chief Executive also thanked Mr Joseph Yam, who will step down as Chief Executive of the HKMA as from October 1, for his signal contributions to Hong Kong's economy.

     "Joseph is a long-term friend and colleague of mine. He is one of the most capable public servants that I have the privilege to work with. Through his many years of hard work and full commitment to serving Hong Kong, Joseph has established himself as one of the most respected leaders representing Hong Kong as an international finance centre. We are all very proud of his achievement. I wish him every success in his future endeavours," Mr Tsang said.

Brief biographical notes on Mr Raymond Tam are set out below:

     Aged 45. Mr Tam holds a Bachelor of Science Degree in Engineering from the University of Hong Kong. He joined the Administrative Service in September 1987 and rose to the rank of Administrative Officer Staff Grade B in April 2007. Mr Tam has served in various bureaus and departments including the Home Affairs Bureau, Central Policy Unit, the former Constitutional Affairs Bureau, the Office of the Financial Secretary, The Chief Executive's Office, the Geneva Office and the Information Services Department. In June 2008, Mr Tam was appointed as the Under Secretary for Constitutional and Mainland Affairs.
