SCS's transcript on pay of disciplined services

     Following is the transcript (English portion) of a media session given by the Secretary for the Civil Services, Miss Denise Yue, today (June 22) after meeting the staff side of the Police Force Council:

Reporter: The association said this morning that the problem right now was they told you what they want but the government had not given them any feedback so far.  Do you think it is possible to give them any sort of response before the demonstration takes place on Sunday?

Secretary for the Civil Services: I think all of you will know, the decision-making process in the government on important issues, like grade structure review (GSR) for the disciplined services grades, is decided by the Chief Executive-in-Council. The CE-in-Council's decision is a collective decision. As the Secretary for the Civil Service, it is not appropriate for me to pre-empt the decision of Exco on important issues, like GSR. This is why I have undertaken to bring the GSR subject to Exco for a decision in September/October this year. Once I have the Chief Executive-in-Council's decision on the matter, then I can relay the Government's decision to the staff sides.
