Proposals invited for Public Art Project in Sai Kung District

     The "Sai Kung District Council Public Art Project 2009" is now inviting site-specific public artwork proposals for public art installations at public spaces in Sai Kung District.

     The sites are Po Tsui Park, Po Hong Park in Tsueng Kwan O, and Man Yee Playground. The project is open to all Hong Kong residents aged 18 or above, in individual or team, and having a valid Hong Kong Identity Card. The artwork proposals invited for the project are to bring artistic elements into the public space.

     Jointly presented by the Leisure and Cultural Services Department (LCSD) and Sai Kung District Council, and organised by the Art Promotion Office (APO), the project aims to identify suitable artworks through open competition to be installed at public spaces in Sai Kung to accentuate the distinctive local community characteristics.

     Proposals and works should be visually integrated into the environment and landscape; and reflect and echo the functional and cultural features of the sites by means of artistic interpretation. All proposals and works submitted should be the original works of the participants. The concept of the proposals and works, which is open to the participants' creation, should be site-oriented and technically feasible. Participants should be prepared to carry out the submitted proposal when it is commissioned.

     Each participant is allowed to submit more than one proposal but only one proposal for one location. Repetition of proposal for other locations is not allowed. Participants should indicate the location intended for each proposal.

     The project a two-stage process. Preliminary proposals will be short-listed at the first stage for further assessment. Final decision will be made in the second stage. All proposals will be assessed by an adjudication panel comprising appropriate expertise in public art, Sai Kung District Council members, Expert Advisers of LCSD, community representatives of the Sai Kung District, artists and appropriate people whom the LCSD and Sai Kung District Council think fit.

     The adjudication panel will assess and select the proposals. The decision of the panel shall be final. The panel may reject any short-listed or selected proposals. Assessment and selection of proposals at stage one will be based on creativity, quality and skill of previous works of participants; value and quality of the proposal aesthetically and in relation to the public; ability to representing ideas; experience and ability to organise and fabricate public artworks. The criteria of assessment and selection at stage two are appropriateness; artistic excellence and high standard of work; innovation and uniqueness; meaningful community engagement; appropriateness of proposed work in relation to the concept and suitability for long-term open air exposure; ability to meet the construction work and maintenance criteria of the site management; respect for the function and design of the site, and easy maintenance.

     The budget ceiling for each location is $400,000, which covers all the direct and indirect costs to be incurred by the commissioned participants in the course of the implementation of the commissioned works.  The costs are all-inclusive such as artist's fee and design fee, material costs, support and fabrication, feasibility study report fee of the registered structural engineers, attendance of meetings, production and installment, stand finish, insurance, transportation, documentation, clean up and maintenance cost during the warranty by the participants, and any other expenses.

     Interested parties should submit their preliminary proposals by mail, in person or by the authorised person to Art Promotion Office by 6pm on July 6. All short-listed, selected and commissioned participants will be notified in writing. General result of the project will be announced on the Art Promotion Office's website http://www.lcsd.gov.hk/apo in due course. Result will not be given over the telephone.
