Draft Hung Hom Outline Zoning Plan approved

     The Chief Executive in Council has approved the draft Hung Hom Outline Zoning Plan (OZP).

     "The approved OZP provides a statutory land use planning framework to guide development and redevelopment in the Hung Hom area," a spokesman for the Town Planning Board said today (May 15).

     The Planning Scheme Area, measuring about 145 hectares, is located in the south-eastern part of Kowloon Peninsula.  It is bounded by Ngan Hon Street to the north, Chatham Road North as well as the Mass Transit Railway (MTR) East Rail Line and its Hung Hom Station to the west, Kowloon Bay to the east, and Victoria Harbour to the south.

     The existing built-up areas within the Hung Hom area are characterised by a mixture of residential, commercial and industrial uses, while the Hung Hom Bay Reclamation Area provides land for the extension of hotel/office developments from Tsim Sha Tsui East, residential developments, open space and public facilities to help redress the provision shortfalls.

     About 6.39 hectares of land zoned "Commercial" covers the existing commercial developments such as Hung Hom Commercial Centre, Peninsula Square, Fisherman's Wharf, Harbourfront and Harbour Plaza, and the proposed commercial developments at Cheong Tung Road and on the Reclamation Area.  Whampoa Garden, a site at the junction of Hung Luen Road and Kin Wan Street, two sites at the junction of Cheong Hang Road and Winslow Street and sites at Hung Luen Road, covering about 22.08 hectares of land, are zoned "Comprehensive Development Area".  About 27.21 hectares of land, covering nearly all the existing residential developments in Hung Hom and the residential sites on the Reclamation Area, is zoned "Residential (Group A)".  Royal Peninsula and Laguna Verde are zoned "Residential (Group B)" covering about 6.63 hectares of land.

     About 15.13 hectares of land is zoned "Other Specified Uses" ("OU") for specific uses, such as funeral parlour/depot, public mortuary, MTR freight yard and the Metropolis above, ferry piers and sewage treatment plant.  About 7.38 hectares of land under the "OU" zoning is intended for "Business" uses where a mix of non-polluting industrial, office and other commercial uses are permitted as of right.

     To serve the needs of the local and district population, about 12.75 hectares of land is zoned "Government, Institution or Community".  Examples of the major existing facilities are the fire station at Fat Kwong Street, the clinic at Station Lane, the Tai Wan Shan swimming pool complex, and the market complex at the junction of Ma Tau Wai Road and Dyer Avenue.  Major proposed facilities include the government buildings at Chatham Road North and Bailey Street and a number of schools.  About 13.40 hectares of land is zoned "Open Space" for recreational uses.  The rest of the Area, about 41.6 hectares, are for major roads and other uses.

     The approved Hung Hom OZP No. S/K9/22 is now available for public inspection during office hours at the Town Planning Board Secretariat, the Planning Department's Planning Enquiry Counters in North Point and Sha Tin, the Kowloon District Planning Office, as well as the Kowloon City and Yau Tsim Mong District Offices.

     Copies of the approved OZP are available for sale at Map Publications Centres in North Point and Yau Ma Tei.  The electronic version of the plan can be viewed at the Board's website (www.info.gov.hk/tpb).
