Government announces new university council chairmen

    The Government today (June 12) announced that the Chief Executive had appointed Mr Leung Chun-ying to succeed Mr Chung Shui-ming as Chairman of the Council of City University of Hong Kong (CityU) with effect from October 22, for a period of three years.  The Chief Executive has also appointed Mr Bernard Charnwut Chan to succeed Mr Leung Chun-ying as Chairman of the Council of Lingnan University (LU) with effect from the same day for a period of two years.

    The Secretary for Education, Mr Michael Suen, welcomed Mr  Leung's and Mr Chan's appointment as the new chairmen of the CityU Council and LU Council respectively.

    "Mr Leung and Mr Chan are prominent community leaders who are fully dedicated to serving the community, including the tertiary education sector. Their strong commitment to tertiary education is demonstrated by their dedicated service at the Council of the Lingnan University to which they have rendered useful insights and advice."

    "I am confident that with the new chairmen, the CityU Council and LU Council will continue to lead the universities through the many challenges that they will face in the coming years, including the preparation for the four-year undergraduate programmes under the new '334' academic structure," Mr Suen said.

    Mr Leung is the Chairman, Asia Pacific of DTZ Debenham Tie Leung Ltd, and the Convenor of the Executive Council. Mr Chan is the President of the Asia Financial Group and has been the Deputy Chairman of the LU Council since 2004.

    Mr Suen also paid tribute to Mr Chung Shui-ming, the incumbent CityU Chairman who will be retiring in October, for his exemplary contributions to the council.

    "Mr Chung has contributed selflessly to the development of CityU. He has been a member of the CityU Council since 1998 and took up the chairmanship post in 2006.  Under Mr Chung's distinguished leadership, CityU has successfully completed numerous important tasks, including the revision of the composition of the CityU Council to improve governance," he said.

    The CityU Council is the supreme governing body of the University under the City University of Hong Kong Ordinance (Cap. 1132).  It may exercise the powers and shall perform the duties of the CityU.  At present, the CityU Council has 22 members. 

    The LU Council is the executive body of the LU established under the Lingnan University Ordinance (Cap. 1165) and may exercise any of the powers conferred and shall perform all the duties imposed on the University.  At present, it has 24 members.
