2008-09 Civil Service pay adjustment

    A spokesman for the Civil Service Bureau announced today (June 10) that after considering the responses of the staff sides of the four central consultative councils to the pay offers, the Chief Executive-in-Council has decided that, with retrospective effect from April 1, 2008, civil service pay should be increased by 6.30% for the directorate and officers in the upper salary band, and by 5.29% for officers in the middle and lower salary bands.

    "The adjustment rates are the same as our pay offers, which have been accepted by the majority of the staff sides. We believe that this year's civil service pay adjustment, which broadly reflects the extent of general pay increase in the private sector over the 12-month period from April, 2007, is fair and reasonable", the spokesman said.

    Under the established mechanism, the Chief Executive-in-Council determines annual adjustment, if any, to civil service pay, having regard to the net pay trend indicators derived from the Pay Trend Survey, the state of the economy, changes in the cost of living, the Government's fiscal position, the pay claims of the staff sides, and civil service morale.

    The Government will invite the Finance Committee of the Legislative Council to approve the 2008-09 civil service pay adjustment at its meeting on July 4.
