Reappointment of Non-Executive Director of SFC and Appointments to SFC Advisory Committee

    The Financial Secretary has re-appointed Dr York Liao as a Non-Executive Director of the Securities and Futures Commission (SFC) under the authority delegated by the Chief Executive.  The appointment will be for two years from May 26, 2007 to May 25, 2009.

     "As a Non-Executive Director of SFC, Dr Liao has been instrumental in enhancing the corporate governance, accountability and transparency of the SFC, and bringing independent views to the management of the Commission.  We look forward to his continued support to the work of the SFC," a government spokesman said today (May 11).

     Separately, the Financial Secretary has re-appointed six members and appointed six new members to the Advisory Committee of the SFC under the authority delegated by the Chief Executive.  

     The appointments will be for two years from June 1, 2007, to May 31, 2009.

The re-appointed members are:

*  Mr Henry Chan, Managing Director, Sanfull Securities Limited;

*  Mr Jack Maisano, President, The American Chamber of Commerce in Hong Kong;

*  Mr Blair Pickerell, Managing Director and Asia Head of Morgan Stanley Investment Management (with effect from June 1, 2007);

*  Mr Peter Sullivan, Executive Director and CEO, Standard Chartered Bank (HK) Limited;

*  Ms Ada Tse, President and CEO, AIG Global Investment Corporation (Asia) Limited; and

*  Mr Yip Lai-shing, CEO, Ping An Securities Company Limited.

The new appointed members are:

*  Mr Chew Fook-aun, Executive Director and Chief Financial Officer of The Link Management Limited;

*  Mr Douglas Eu, CEO Asia Pacific of Allianz Global Investors Asia Pacific GmbH ;

*  Dr Frederick Hu, Managing Director of Goldman Sachs (Asia) LLC;

*  Mr Christophe Lee, CEO of Sun Hung Kai Fund Management Limited and Chairman of Alternative Investment Management Association (AIMA) Hong Kong Chapter;

*  Mr Wong Kwai-lam, Managing Director and Chairman of Asia Origination of Merrill Lynch (Asia Pacific) Limited; and

*  Mr Thomas Wu, Deputy Managing Director of Hopewell Holdings Limited.

     Announcing the appointments today (May 11), a government spokesman said the Advisory Committee comprised representatives from a wide array of professions.  They would provide diverse, independent and impartial advice to the SFC on policy and market development matters.

     The spokesman also thanked the retiring members of the Advisory Committee, including Mr Thaddeus Beczak, Mr Ambrose Cheung, Mr Paul Chow, Mr Paul Fan, Ms Christine Loh and Mr Samuel Poon, for their invaluable advice and contribution to the SFC in the past six years.

     Established under the Securities and Futures Ordinance, the SFC is an independent statutory body responsible for regulating the securities and futures markets in Hong Kong.  The SFC Advisory Committee is a statutory committee established under section 7 of the Securities and Futures Ordinance to advise the SFC on policy matters regarding its regulatory objectives and functions.

     Apart from government appointees, the Advisory Committee also includes the SFC Chairman, the Chief Executive Officer and two SFC executive directors.
