LCQ13: Services to private patients by university teaching staff
***********************************************************

Following is a question by the Hon Kwok Ka-ki and a written reply by the Secretary for Education and Manpower, Professor Arthur K C Li, in the Legislative Council today (March 28):

Question:

Teaching staff of the faculties of medicine of the University of Hong Kong (HKU) and the Chinese University of Hong Kong (CU) often make use of the facilities of public hospitals when they provide medical services to private patients, and for this reason, they have to hand over a quarter of their service charges to the Hospital Authority (HA). In addition, these salaried teaching staff may also conduct consultations or carry out operations at private hospitals in their capacity as university teaching staff. As the relevant service charges and income sharing arrangements have recently roused the concern of different sectors in the community, will the Government inform this Council whether it knows the following details in respect of the services provided to private patients by these teaching staff (as shown in Annex I)?

Reply:

Madam President,

Based on information provided by the University of Hong Kong (HKU), the Chinese University of Hong Kong (CUHK) and Hospital Authority (HA), the details of the services provided to private patients by the teaching staff of the faculties of medicine of the HKU and CUHK are set out in Annex II.
