Senior Appointments (with photos)

    The Government announced today (November 21) the following senior appointments¡G

* Mr Wai Chi-sing, Principal Government Engineer, will assume the post of Director of Highways on November 28, 2006. He will succeed Mr Mak Chai-kwong who took up the post of Permanent Secretary for the Environment, Transport and Works (Works) on September 19, 2006;

* Mr Lo Hing-chung, Deputy Commissioner of Rating and Valuation, will succeed Mr Kenneth Pang Tsan-wing as Commissioner of Rating and Valuation with effect from November 29, 2006. Mr Pang will proceed on pre-retirement leave on the same day after 39 years of service; and

* Mr Ho Kwong-wai, Deputy Director of Electrical and Mechanical Services, will succeed Mr Roger Lai Sze-hoi as Director of Electrical and Mechanical Services with effect from December 16, 2006. Mr Lai will proceed on pre-retirement leave on the same day after 25 years of service.

     Commenting on the appointments, the Secretary for the Civil Service, Miss Denise Yue said the appointees were all experienced senior civil servants with proven administrative and leadership skills. "I have every confidence that they will be able to lead their respective departments to meet the challenges ahead and continue to serve the community with professionalism and dedication in their new capacities," Miss Yue said.

     On the retirement of Mr Pang and Mr Lai, Miss Yue said: "The two retiring officers have rendered dedicated and commendable service throughout the years. We wish them a happy retirement."

     Brief biographical notes on the five officers are set out below:

Mr Wai Chi-sing, JP

     Aged 51, Mr Wai joined the Government as an Assistant Engineer in August, 1980. He was promoted to Chief Engineer in July, 1996, to Government Engineer in November, 2000, and to Principal Government Engineer in September, 2004. He is currently the Deputy Secretary for the Environment, Transport and Works (Works)2.  

Mr Kenneth Pang Tsan-wing, JP

     Aged 60, Mr Pang joined the Government as a Valuation Assistant Class III in September, 1967. He was promoted to Principal Rating and Valuation Surveyor in May, 1979, to Assistant Commissioner of Rating and Valuation in July, 1984, and to Deputy Commissioner of Rating and Valuation in October, 1989. He was appointed as the Land Registrar in May, 1993, and the Hong Kong Commissioner for Economic and Trade Affairs, USA at the Washington DC Office in November, 1996. He has been the Commissioner of Rating and Valuation since February, 1999.  

Mr Lo Hing-chung, JP

     Aged 58, Mr Lo joined the Government as a Valuation Assistant Class III in September, 1968. He was promoted to Principal Rating and Valuation Surveyor in November, 1985, and to Assistant Commissioner of Rating and Valuation in June, 1994. In December, 2004, he was promoted to Deputy Commissioner of Rating and Valuation.  

Mr Roger Lai Sze-hoi, JP

     Aged 59, Mr Lai joined the Government as a Telecommunications Engineer in March, 1981. He was promoted to Chief Electronics Engineer in April, 1989, to Government Electrical and Mechanical Engineer in July, 1994, and to Deputy Director of Electrical and Mechanical Services in April, 1998. He has been the Director of Electrical and Mechanical Services since January, 2001.  

Mr Ho Kwong-wai JP

     Aged 57, Mr Ho joined the Government as an Assistant Electrical and Mechanical Engineer in October, 1973. He was promoted to Chief Electrical and Mechanical Engineer in October, 1989, to Government Electrical and Mechanical Engineer in June, 1996, and to Deputy Director of Electrical and Mechanical Services in August, 1999. He is currently the Deputy Director/Regulatory Services of the Electrical and Mechanical Services Department.
