Senior Appointments Announced

    The State Council has, on the nomination and recommendation of the Chief Executive, Mr Donald Tsang, approved with effect from today (October 31) the appointment of Mrs. Fanny Law Fan Chiu-fun as Commissioner, Independent Commission Against Corruption and that Mr Raymond Wong Hung-chiu ceased to be Commissioner, Independent Commission Against Corruption.

     The Government also announced that Mr Raymond Wong will assume the post of Permanent Secretary for Education and Manpower vice Mrs. Fanny Law.

     Speaking on the appointment of the new Commissioner, Independent Commission Against Corruption, the Chief Executive said: "Mrs. Law is a seasoned official within the ranks of the civil service.  During recent years, she worked with total dedication and devotion in the Education and Manpower Bureau, making notable contribution to the policies on education and manpower development in Hong Kong.  She has extensive experience in public administration. With her distinguished abilities and strong sense of justice and responsibility, I am confident that she will lead the Commission to continue its good work in maintaining a clean and corruption-free environment for the community."

     As regards the appointment of Mr Raymond Wong as Permanent Secretary for Education and Manpower, the Secretary for the Civil Service Miss Denise Yue said: "As a veteran Administrative Officer with rich experience in public administration, I have every confidence that Mr Wong will continue to serve the community with professionalism and dedication in his new capacity, and ably lead his office to meet the challenges ahead."

Brief biographical notes on the two officers are set out below -

Mrs Fanny Law Fan Chiu-fun

     Aged 53. Mrs. Law joined the Government in September 1975 as an Executive Officer. She was appointed to the Administrative Service in October 1977 and rose to her present rank of Administrative Officer Staff Grade A1 in August 2001.

     Mrs. Law has served in various bureaux and departments, including the former Security Branch, the former Medical and Health Department, the former Economic Services Branch, Housing Department, the former City and New Territories Administration, the former Administrative Services and Information Branch, Social Welfare Department, the former Civil Service Branch, the former Planning, Environment and Lands Branch, the Chief Executive's Office and Transport Department. She was the then Director of Education from November 1998 to June 2000 and Secretary for Education and Manpower from July 2000 to June 2002.  She has been Permanent Secretary for Education and Manpower since July 2002.


Mr Raymond Wong Hung-chiu

     Aged 49. Mr Wong joined the Administrative Service in August 1980 and rose to his present rank of Administrative Officer Staff Grade A1 in September 2005.

     Mr Wong has served in various bureaux and departments, including Social Welfare Department, the former Home Affairs Branch, the former Health and Welfare Branch, the former City and New Territories Administration, the former Office of Unofficial Members of Executive and Legislative Councils, the former Legal Department, the former Works Branch, the former New Airport Projects Co-ordination Office, the former Security Branch and the former Handover Ceremony Co-ordination Office of the Chief Secretary's Office.  He was Deputy Secretary for Security from August 1997 to July 2001 and Commissioner of Customs and Excise from July 2001 to August 2003. He has been Commissioner, Independent Commission Against Corruption since August 2003.
