Electoral Procedure amendment regulation to be published in Gazette

    The following is issued on behalf of the Electoral Affairs Commission:

     An amendment regulation made by the Electoral Affairs Commission to amend the Electoral Procedure (Chief Executive Election) Regulation will be gazetted tomorrow (October 13).

     The amendment regulation will be tabled in the Legislative Council next Wednesday (October 18).

     A commission spokesman said that the amendment regulation mainly provided for two categories of amendments.

     "Firstly, there are amendments consequential to the Chief Executive Election and Legislative Council Elections (Miscellaneous Amendments) Ordinance 2006, which came into effect on May 13," the spokesman said.  

     These amendments cover the detailed arrangements for the conduct of a poll at a Chief Executive election in which only one candidate is validly nominated. These arrangements will be largely modelled on, where appropriate, those for a contested election.

     "Secondly, there are amendments to align the electoral procedures for the Chief Executive election, where appropriate, with those for the Legislative Council election in 2004 and those for the Election Committee subsector elections in 2006," the spokesman said.

     These include, among others, arrangements concerning the counting of votes and keeping order in polling stations on polling day, and increase in the penalty for unauthorised filming, photographing or audio/video recording in a polling station.
