Senior Appointments (with photos)

    The Government announced today (July 10) the following senior appointments:
 
*  Mr Eddy Chan, Deputy Secretary for Health, Welfare and Food (Food and Environmental Hygiene), will assume the post of Director of Food and Environmental Hygiene on July 24, 2006. He will succeed Mr Gregory Leung who will retire after thirty-seven years of service;

*  Mrs Cherry Tse, Secretary to the Commission on Poverty, will assume the post of Permanent Secretary for Constitutional Affairs on August 7, 2006;

*  Mr Kwok Leung-ming, Deputy Commissioner of Correctional Services, will assume the post of Commissioner of Correctional Services on July 23, 2006. He will succeed Mr Pang Sung-yuen who will retire after thirty-seven years of service;

*  Mrs Ava Ng, Deputy Director of Planning, will assume the post of Director of Planning on July 28, 2006. She will succeed Mr Bosco Fung who will retire after thirty-one years of service; and

*  Mr Clement Cheung, formerly Deputy Secretary for the Environment, Transport and Works (Works), will succeed Mr Richard Yuen as Commissioner of Insurance on July 31, 2006.

     Commenting on the appointments, the Secretary for the Civil Service, Miss Denise Yue, said: "The appointees are all experienced senior civil servants with rich experience in public administration and proven leadership and management abilities. I have every confidence that they will continue to serve the community with professionalism and dedication in their new capacities, and ably lead their offices to meet the challenges ahead."

     On the retirement of Mr Gregory Leung, Mr Pang Sung-yuen and Mr Bosco Fung, Miss Yue said: "The three retiring officers have all served with drive and commitment in the civil service throughout the years. They have rendered loyal and dedicated service to the community and have made exemplary contributions to the development of Hong Kong in various spheres.

      "Mr Gregory Leung is a well-respected member of the Administrative Service. As Director of Food and Environmental Hygiene, Mr Leung has made commendable efforts in ensuring Hong Kong lives up to its reputation as a world-class metropolis. He has devoted himself tirelessly to upgrading our regulatory framework and working with counterparts on the Mainland as well as overseas to ensure food safety, and in maintaining a clean and hygienic living environment for the people of Hong Kong.

      "During his tenure as Commissioner of Correctional Services, Mr Pang Sung-yuen has demonstrated his leadership in tackling the problem of prison overcrowding. Mr Pang has also put in earnest efforts in the reformation of offenders, and in encouraging community support for the successful reintegration of rehabilitated offenders into the society.

      "As Director of Planning, Mr Bosco Fung has contributed a lot in making Hong Kong a better place to live and work in. Mr Fung has ably led his department in taking forward the Hong Kong 2030 Study, which sets out a visionary planning framework to meet our long-term developmental needs as Asia's World City, thereby laying the foundation for a better future for our next generations.

     "We wish our three colleagues a happy retirement."

     Brief biographical notes on the eight officers are set out below:

Mr Gregory Leung Wing-lup, JP

     Aged 59. Mr Leung joined the Government in July 1969 as an Executive Officer. He was appointed to the Administrative Service in October 1977 and rose to his present rank of Administrative Officer Staff Grade A in July 2002.

     Mr Leung has served in various bureaus and departments, including the former Urban Services Department, the former Finance Branch, the Television and Entertainment Licensing Authority, the former Civil Service Branch, the former City and New Territories Administration, the former Health and Welfare Branch, the former Hospital Services Department, the former Works Branch and the former Government Supplies Department. He was Deputy Secretary for Health and Welfare from April 1997 to April 2001 and Director of Government Supplies from April 2001 to August 2002. He has been Director of Food and Environmental Hygiene since August 2002.

Mr Eddy Chan Yuk-tak, JP

     Aged 55. Mr Chan joined the Administrative Service in November 1976 and rose to his present rank of Administrative Officer Staff Grade B1 in April 2004.

     Mr Chan has served in various bureaus and departments, including the former New Territories Administration, the former Social Services Branch, the former Urban Services Department, the Home Affairs Department, the Lands Department, the former City and New Territories Administration, the former Transport Branch and the former Security Branch. He was Deputy Director of Urban Services from May 1994 to December 1996 and Commissioner for Television and Entertainment Licensing from December 1996 to December 2002. He has been Deputy Secretary for Health, Welfare and Food (Food and Environmental Hygiene) since December 2002.

Mrs Cherry Tse Ling Kit-ching, JP

     Aged 44. Mrs Tse joined the Administrative Service in August 1984 and rose to her present rank of Administrative Officer Staff Grade B1 in April 2005.

     Mrs Tse has served in various bureaus and departments, including the former Home Affairs Branch, the former Administrative Service and Information Branch, the former Housing Branch, the former General Duties Branch, the former Constitutional Affairs Branch, the former Trade Department, the former Trade and Industry Branch, the former Finance Branch and the former Chief Executive (Designate)¡¦s Office. She was Deputy Director-General of Trade (later retitled as Deputy Director-General of Trade and Industry) from July 1998 to February 2001 and Deputy Secretary for Education and Manpower from August 2001 to April 2005. She has been Secretary to the Commission on Poverty since April 2005.

Mr Pang Sung-yuen, CSDSM, JP

     Aged 55. Mr Pang first joined the Government as a Student Resettlement Assistant in the then Resettlement Department in November 1968. He subsequently joined the then Prisons Department, now the Correctional Services Department, in April 1971, as a Prisons Officer (later retitled as Officer). He was promoted to Principal Officer in April 1975, to Chief Officer in July 1978, to Superintendent of Correctional Services in June 1983 and to Senior Superintendent of Correctional Services in April 1990. He became Assistant Commissioner of Correctional Services in April 1994 and Deputy Commissioner of Correctional Services in February 2000. He assumed the post of Commissioner of Correctional Services in January 2003.

Mr Kwok Leung-ming, CSDSM

     Aged 52. Mr Kwok joined the Government as a Prisons Officer (later retitled as Officer) in the then Prisons Department, now the Correctional Services Department, in November 1973. He was promoted to Principal Officer in October 1978, to Chief Officer in December 1983, to Superintendent of Correctional Services in April 1990, to Senior Superintendent of Correctional Services in February 1995, to Chief Superintendent of Correctional Services in September 1998.  He became Assistant Commissioner of Correctional Services in August 2000 and assumed the post of Deputy Commissioner of Correctional Services in January 2003.

Mr Bosco Fung Chee-keung, JP

     Aged 59. Mr Fung joined the Government as an Assistant Planning Officer in January 1975. He was promoted to Planning Officer (later retitled as Town Planner) in November 1976, to Senior Town Planner in April 1981, to Chief Town Planner in August 1988, to Government Town Planner in June 1991 and to Principal Government Town Planner in September 1997. He assumed the post of Director of Planning in January 1999.

Mrs Ava Ng Tse Suk-ying, JP

     Aged 54. Mrs Ng joined the Government as an Assistant Planning Officer (later retitled as Assistant Town Planner) in February 1977. She was promoted to Town Planner in October 1979, to Senior Town Planner in December 1983, to Chief Town Planner in June 1991, to Government Town Planner in August 1994 and to Principal Government Town Planner in June 2000. She was appointed Deputy Director of Planning in June 2000.

Mr Clement Cheung Wan-ching, JP

     Aged 44.  Mr Cheung joined the Administrative Service in October 1983 and rose to his present rank of Administrative Officer Staff Grade B1 in April 2006.

     Mr Cheung has served in various bureaux and departments, including the former Office of Unofficial Members of the Executive and Legislative Councils, the former City and New Territories Administration, the former Office of Members of the Executive and Legislative Councils, the former Civil Service Branch, the former Health and Welfare Branch, the former Handover Ceremony Co-ordination Office and the Housing Department. He was Director, Hong Kong Economic and Trade Affairs, Singapore from August 1998 to October 2001 and has been Deputy Secretary for Works (later retitled as Deputy Secretary for the Environment, Transport and Works (Works)) from October 2001 to June 2006.
