Senior Appointments (with photos)

    The Government announced today (June 19) the following senior appointments:

*   Miss Margaret Fong, Director-General, Hong Kong Economic and Trade Affairs, Washington, will take up the post of Commissioner for Economic and Trade Affairs, USA, on July 31, 2006. She will succeed the incumbent Miss Jacqueline Willis who will retire after 37 years of service; and

*   Mr Tam Wing-pong, Deputy Secretary for Housing, Planning and Lands (Housing)/Deputy Director of Housing, will take up the post of Postmaster General on July 10, 2006.

     Commenting on the appointments, the Secretary for the Civil Service, Miss Denise Yue, said Miss Fong and Mr Tam were experienced Administrative Officers with rich experience in public administration and proven leadership and management abilities. "I have every confidence that they will continue to serve the community with professionalism and dedication in their new capacities, and ably lead their offices to meet the challenges ahead," she said.

     On the retirement of Miss Jacqueline Willis, Miss Yue said Miss Willis had rendered 37 years of loyal and dedicated service to the Government. "She has made exemplary contributions to the development of Hong Kong in various spheres. During her tenure as Commissioner for Economic and Trade Affairs, USA, she has put in commendable and tireless efforts in promoting and furthering Hong Kong's economic and trade interests in the United States. We wish her a happy retirement."

     Brief biographical notes on the three officers are set out below:

Miss Jacqueline Willis, JP

     Aged 59. Miss Willis joined the Administrative Service in July, 1969 and rose to her present rank of Administrative Officer Staff Grade A in January, 1996.

     Miss Willis has served in various bureaux and departments, including the former Secretariat for Home Affairs, the former Resettlement Department, the former Economics Branch, the Social Welfare Department, the former Civil Service Branch, the former Social Services Branch, the former Home Affairs Branch, the former Administrative Service and Information Branch, the former Health and Welfare Branch, the former Regional Services Department and the former City and New Territories Administration. She was Deputy Secretary for Education and Manpower from December, 1994, to March, 1996, and Commissioner for Labour from April, 1996, to January, 1999. She has been Commissioner for Economic and Trade Affairs, USA, since February, 1999.

Miss Margaret Fong Shun-man, JP

     Aged 43. Miss Fong joined the Administrative Service in August, 1985, and rose to her present rank of Administrative Officer Staff Grade B1 in April, 2005.

     Miss Fong has served in various bureaux and departments, including the former Administrative Service and Information Branch, the former City and New Territories Administration, the former Government House, the former Finance Branch and the former Constitutional Affairs Branch. She was Deputy Director-General, Hong Kong Economic and Trade Affairs, Washington from August, 1997, to September, 1999, and Deputy Secretary for Transport (later retitled Deputy Secretary for Environment, Transport and Works (Transport)) from October, 1999, to June, 2004. She has been Director-General, Hong Kong Economic and Trade Affairs, Washington, since August, 2004.

Mr Tam Wing-pong, JP

     Aged 57. Mr Tam joined the Government in July, 1971, as an Executive Officer. He was appointed to the Administrative Service in November, 1973, and rose to his present rank of Administrative Officer Staff Grade B1 in January, 1998.

     Mr Tam has served in various bureaux and departments, including the former New Territories Administration, the former Urban Services Department, the former Economic Services Branch, the London Office, the former City and New Territories Administration, the Standing Commission on Civil Service Salaries and Conditions of Service, the former Civil Service Branch, the former Monetary Affairs Branch, the former Financial Services Branch and the former Trade Department. He was Deputy Secretary for Trade and Industry from August, 1996, to November, 1998, and Deputy Director, Beijing Office from November, 1998, to December, 2003. He has been Deputy Director of Housing since December, 2003.
