Senior Appointments (with photos)

    The Government announced today (May 19) the following senior appointments:

* Ms Maria Kwan, Government Property Administrator, will take up the post of Director of Government Logistics; and

* Mr Keith Kwok, Permanent Secretary for the Environment, Transport and Works (Environment)/Director of Environmental Protection, will take up the post of Government Property Administrator.

     Commenting on the appointments, the Secretary for the Civil Service, Miss Denise Yue said: "Ms Kwan and Mr Kwok are experienced Administrative Officers with good leadership and management abilities. I am confident that they will continue to serve the community with professionalism and dedication in their new capacities, and ably lead their departments to meet the challenges ahead."

     Brief biographical notes on the two officers are set out below:

Ms Maria Kwan Sik-ning, JP

     Aged 53. Ms Kwan joined the Government in July 1974 as an Executive Officer. She was appointed to the Administrative Service in October 1979 and rose to her present rank of Administrative Officer Staff Grade B1 in January 2000.

     Ms Kwan has served in various bureaus and departments, including the former New Territories Administration, the former Economic Services Branch, the former Finance Branch, the former Monetary Affairs Branch and the former Trade Department. She was Deputy Secretary for Economic Services from May 1994 to July 2001 and has been Government Property Administrator since August 2001.

Mr Keith Kwok Ka-keung, JP

     Aged 54. Mr Kwok joined the Administrative Service in August 1974 and rose to his present rank of Administrative Officer Staff Grade B1 in January 1996.

     Mr Kwok has served in various bureaus and departments, including the Housing Department, the former Home Affairs and Information Branch, the former Social Services Branch, the former New Territories Administration, the Home Affairs Department, the former City and New Territories Administration, the former Transport Branch, the Standing Commission on Civil Service Salaries and Conditions of Service, the former Registrar General¡¦s Department, the former Security Branch, the former Works Branch and the former New Airport Projects Co-ordination Office. He was Director of Finance, Administration and Planning in the Hong Kong Police Force from May 1999 to March 2001 and Deputy Secretary for Works (later renamed Deputy Secretary for the Environment, Transport and Works(Works)) from March 2001 to June 2004. He has been Permanent Secretary for the Environment, Transport and Works (Environment) since July 2004.
