Transcript of CS' remarks on the Budget

Following is the transcript of remarks at a media session by the Chief Secretary for Administration, Mr Rafael Hui, on the 2006-2007 Budget at the Legislative Council Building this (February 22) afternoon (English portion):

Chief Secretary for Administration: Today is Mr Henry Tang's third Budget. I think it is a Budget of very high standard because it is never easy to balance on one hand the very important principle of prudent financial management, and on the other hand to respond to the needs of various sectors of the community. I think it is very notable that public expenditure has been kept at a relatively low level without any sacrifice of quality of service and efficiency. And in this connection the Financial Secretary has expressed his gratitude  towards the support and co-operation of members of the civil service.

And I want to associate myself with his sentiments and pay tribute to the contribution made by the civil service in the past few years. It has not been easy but the task has been achieved. It is no mean achievement. Finally, I hope and am quite confident that this particular Budget will receive widespread and broad support within our community as well as within the Legislative Council, and I hope, and am quite confident, that all the related legislative amendments connected with the Budget proposals can be dealt with and passed by the legislature in the next few months.
