The following is issued on behalf of the Legislative Council Secretariat:
The Legislative Council Subcommittee on the Waste Disposal Ordinance (Amendment of Fourth Schedule) Notice 2006 and Public Health (Animals and Birds)(Licensing of Livestock Keeping) (Amendment) Regulation 2006 invites written submissions from the public on the two items of subsidiary legislation.
The two items of subsidiary legislation came into operation on February 13, 2006. The subsidiary legislation removes the exemption for people keeping not more than 20 poultry presently provided for under the Public Health (Animals and Birds) (Licensing of Livestock Keeping) Regulation (Cap. 139L) and sections 15, 15A and 15AA of the Waste Disposal Ordinance (Cap. 354). The legislation aims to stop backyard poultry keeping activities, in order to reduce the risk of having poultry infected with avian influenza.

Interested persons or parties are invited to submit their views on the two items of subsidiary legislation (preferably in both Chinese and English and with a soft copy) to the Clerk to the Subcommittee, and indicate whether they intend to make oral representations to the Subcommittee at the meeting to be held on Friday, February 24, 2006 at 3pm in the Chamber of the Legislative Council Building.
Please note that submissions received will not be covered by the protection and immunity provided under the Legislative Council (Powers and Privileges) Ordinance (Cap. 382) and they will be made available to the media and the public and uploaded onto the Website of the Legislative Council unless advised otherwise. Deputations/individuals addressing at the meeting will also not be covered by the Ordinance.
