Draft North-East Lantau Outline Zoning Plan approved

    The Chief Executive in Council has approved the draft North-East Lantau Outline Zoning Plan (OZP).

     "The approved OZP provides a statutory land use planning framework to guide development and redevelopment within the North-East Lantau area," a spokesman for the Town Planning Board said today (November 18).

     With an area of about 1,667 hectares, the Planning Scheme Area of the North-East Lantau OZP covers the whole of Tsing Chau Tsai Peninsula including Penny's Bay, To Kau Wan, Tsing Chau Wan, Ta Shui Wan, part of Yam O Wan and Cheung Sok Island.

     About 567 hectares of land is zoned "Other Specified Uses" (OU) and is reserved for specific tourism and recreation uses. An area of about 114 hectares in Penny's Bay is designated for the development of a world-class international theme park - Hong Kong Disneyland, forming a core tourist attraction.

     The coastal area to the south of the theme park is designated for hotel uses (about 57 hectares). A water recreation centre (about 36 hectares) to the north-west of the theme park with a large artificial lake and recreational facilities provides for public water recreation use as well as land-based passive recreation facilities along the lakeside.

     The container terminals (about 233 hectares) and container back-up areas (about 94 hectares) are designated as a long-term reserve pending a detailed study on alternative location of port facilities.

     About 34 hectares of land is zoned "Government, Institution or Community" to serve the needs of visitors and hotel guests in the Area. About 1.3 hectares of land at Kau Yi Chau is zoned "Open Space" and reserved for the development of an open space to serve the future workers in the container terminals.

     About 562 hectares of land is zoned "Green Belt" to conserve the existing natural landscape features, scenic areas, ecological character and the visual backdrop to the visitors' attractions. Some 21 hectares of land is zoned "Conservation Area" to conserve the existing landscape and character of Kau Yi Chau and to protect the area from encroachment by the adjacent development.

     The approved North-East Lantau OZP No. S/I-NEL/12 is now available for public inspection during normal office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters in North Point and Sha Tin, the Lantau & Islands District Planning Office, the Islands District Office, the Mui Wo Sub-office of the Islands District Office and the Tsuen Wan District Office.

     Copies of the approved OZP are available for sale at Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed on the Town Planning Board's website at http://www.info.gov.hk/tpb.
