Following is the transcript (English portion) of the stand-up session by the Chief Executive, Mr Donald Tsang, after attending the first meet-the-community session on the Policy Address at Hong Kong Heritage Museum this evening (October 14):

Question: How do you convince the people that the meeting is not a form of PR?

Chief Executive: I don't know how to interpret PR. The important thing is that I meet the public at the district level.  I spent a bit of write-up in my Policy Address on the question of developing district-level politicians and district activities, expansion of scope of the District Council's work and strengthening the work of District Offices.  These are all interesting issues at the district level which need to be discussed.  This is not simply window-dressing.  It is, very much in my view, a substantive discussion and dialogue.  The question is whether I have sufficient time to do this.  But I am trying my very best.  I have done this session and I am going to meet more younger people tomorrow.  We will hold another session on Monday.  I will continue, as you know, my district visits and my contact with people at the district level, and man and woman in the street.
