Chief Executive appoints new members to Executive Council

    The Chief Executive, Mr Donald Tsang, today (October 14) announced the appointment of eight new members to the Executive Council with effect from November 1.

     The new appointees are: Mr Charles Lee Yeh-kwong, Mr Ronald Arculli, Dr David Li Kwok-po, Dr Edward Leong Che-hung, Mr Marvin Cheung Kin-tung, Mr Henry Fan Hung-ling, Mr Victor Lo Chung-wing, and Professor Anthony Cheung Bing-leung.

     "These eight new Members come from different sectors of the community, including financial services, banking, business, industries, legal, medical and health, and academia," Mr Tsang said. "They are all distinguished figures in these sectors and have extensive experience in public service. Excelling in their own professions, the new Members are also socially and politically astute across the spectrum of public affairs in Hong Kong. They are capable of offering sound and insightful counsel both within and outside their respective fields in the widest interests of the public," he said.  

    "I have known them for some time and am impressed by their intense commitment and loyalty to Hong Kong. I believe they will help us in the Executive Council in refining our policy thinking to facilitate our policy implementation and to make our policies more responsive to public sentiment and aspirations."

     Mr Tsang noted that an expanded Executive Council would take its membership from a wider spectrum of the community. "It includes representatives from labour and social services, and also representatives from financial services, business, professional services and academia. A broader range of views can help me consider issues from a wider perspective when formulating policies and can help improve our governance.

    "To further enhance liaison and communication among Non-official Members, I decided to reinstate the post of Convenor of the Executive Council Non-official Members, and I am very pleased that Mr Leung Chun-ying has kindly accepted my invitation to be the Convenor.

    "Lastly, I would like to express my gratitude again to the new Members for accepting the appointment. It shows their commitment to Hong Kong and readiness to rise to challenges. I look forward to working closely with all Exco Members towards the greater well-being of Hong Kong."

     Following are the biographical notes on the new Members:

Mr Charles Lee Yeh-kwong
---------------------------------
Aged 69. Mr Lee is Independent Non-executive Chairman of the Hong Kong Exchanges and Clearing Limited, Chairman of the Mandatory Provident Fund Schemes Authority, Chairman of the Council of the Open University of Hong Kong and Board Member of the Community Chest of Hong Kong. He is one of the founders of Woo Kwan Lee & Lo. Mr Lee has served on a number of Government boards and committees, including as Member of the Executive Council (1997-2002); Member of the Equal Opportunities Commission (1996-2003); Court of the Hong Kong Polytechnic University (1995-2002) and Council of the Hong Kong University of Science and Technology (1998-2004).

Mr Lee obtained his Master of Law degree from the London University and was awarded a Gold Bauhinia Star medal in 2000.

Mr Ronald Arculli

Aged 66. Mr Arculli is Manager Partner of a law firm. He is Chairman of the Hong Kong Jockey Club and Vice Chairman of the Health and Medical Development Advisory Committee. Mr Arculli was a Legislative Councillor (1988-2000) and has served on a number of Government advisory and statutory bodies, including the Air Transport Licensing Authority, Ocean Park Corporation Board, Award Council of the Hong Kong Award for Young People, Advisory Committee on Corruption of the ICAC, and Standing Committee on Disciplined Services Salaries and Conditions of Service.

Mr Arculli is a qualified lawyer and was awarded a Gold Bauhinia Star medal in 2001.

Dr David Li Kwok-po

Aged 66. Dr Li is Chairman and Chief Executive of the Bank of East Asia Limited. He has been a Legislative Councillor since 1985 and is an experienced member of the Exchange Fund Advisory Committee and the Banking Advisory Committee. He is also the Pro-Chancellor of the University of Hong Kong. Dr Li has served on a number of government boards and committees. He is also involved in many charitable organisations, including Hong Kong Red Cross, the Salvation Army and St James' Settlement.

Dr Li graduated from the University of Cambridge. He was awarded a Gold Bauhinia Star medal in 2001. He has received honorary degrees from universities in Hong Kong and overseas, including an Honorary Degree of Doctor of Law from the University of Cambridge and an Honorary Degree of Doctor of Law from the University of Hong Kong.

Dr Edward Leong Che-hung

Aged 66. Dr Leong is a clinical doctor. He is Chairman of the Elderly Commission and Chairperson of the Council on Human Reproductive Technology. He is also a Member of the Council of the Hong Kong Academy of Medicine, Member of Greater Pearl River Delta Business Council and Member of the Council of the University of Hong Kong.

Dr Leong has held many key posts in the public service sector, including Member of the Legislative Council (1998-2000), Chairman of the Hospital Authority (2002-2004) and President of the Council of the Hong Kong Academy of Medicine (2000-2004).

Dr Leong graduated from the University of Hong Kong and was awarded a Gold Bauhinia Star medal in 2001.

Mr Marvin Cheung Kin-tung

Aged 58. Mr Cheung is Chairman of the Supervisory Committee for the Tracker Fund of Hong Kong. He is currently Member of the Exchange Fund Advisory Committee, Member of the Board of the Airport Authority, Member of the Operations Review Committee of the ICAC, Member of the Greater Pearl River Delta Business Council, Independent Non-executive Director of the Hong Kong Exchanges and Clearing Limited, Vice Chairman of the Council of the Hong Kong University of Science and Technology and Member of the Council of the Open University of Hong Kong. Before his retirement, Mr Cheung was Chairman and Chief Executive Officer of KPMG, Hong Kong and China.

Mr Cheung is a chartered accountant and was awarded a Silver Bauhinia Star medal in 2000.

Mr Henry Fan Hung-ling

Aged 57. Mr Fan is Managing Director of CITIC Pacific Limited. He is Independent Non-executive Director of the Hong Kong Exchanges and Clearing Limited and Treasurer of the Council of the University of Hong Kong. He serves on a number of government boards and committees, including the Exchange Fund Advisory Committee, Standing Committee on Directorate Salaries and Conditions of Service, Standing Committee on Judicial Salaries and Conditions of Service, Advisory Committee on Post-office Employment for Principal Officials under the Accountability System, and Health and Medical Development Advisory Committee. Mr Fan has also served on a number of Government advisory bodies in the areas of financial services and human resources development.

Mr Fan graduated from the University of Hong Kong and qualified as a barrister. He was awarded a Silver Bauhinia Star medal in 2001.

Mr Victor Lo Chung-wing

Aged 54. Mr Lo is Chairman and Chief Executive of Gold Peak Industries (Holdings) Limited. He is currently Chairman of the Board of Directors of the Hong Kong Science and Technology Parks Corporation, Member of the Steering Committee on Innovation and Technology, Member of the Greater Pearl River Delta Business Council, Member of the Exchange Fund Advisory Committee, Chairman of the Council of the Hong Kong Polytechnic University and Chairman of the Board of Governors of Hong Kong Design Centre. Mr Lo was Chairman of the Federation of Hong Kong Industries between 2001 and 2003.

Mr Lo graduated from the Illinois Institute of Technology and was awarded a Gold Bauhinia Star medal in 2001.

Professor Anthony Cheung Bing-leung

Aged 52. Mr Cheung is a professor of the Department of Public and Social Administration of the City University of Hong Kong. He is Chairman of the SynergyNet and Director of the Hong Kong Policy Research Institute Limited. Mr Cheung serves on a number of Government advisory and statutory bodies, including the Consumer Council, Hong Kong Housing Authority, Operations Review Committee of the ICAC, and Standing Commission on Civil Service Salaries and Conditions of Service. He was also a Legislative Councillor between 1995 and 1997.

Mr Cheung obtained his Doctoral Degree in Philosophy from the London School of Economics and Political Science, and was awarded a Bronze Bauhinia Star medal in 2001.
