Following is the transcript of the Secretary for Commerce, Industry and Technology, Mr John Tsang, speaking to the media after addressing the Hong Kong Intellectual Property Society's luncheon today (June 17):
Reporter: Mr Tsang, it seems to me that action against infringement of printed works is not enough, you said you will not take action until there is a significant infringement of the printed works, so how do you define what is significant infringement?
SCIT: We will be having a more extensive briefing later on. We are talking about some quantitative measures. I think you probably need to sit down so that we can brief you further. Please do come to our briefing later to discuss about that.
Reporter: You said that rental rights will not be introduced until there is enough preparation in the market. Is there a time frame?
SCIT: It will all depend when they would have a reasonable amount of materials (copyright items) available. It all depends how easy it would be for the people to get these copyright items.
Reporter: Do you think this would raise the pricing of DVDs?
SCIT: No, I don't think you can make that kind of association. What we are trying to do is to give due recognition to the people who own the copyrights.
Reporter: It seems that the proposals are a bit complicated. Do you think the market or the copyright users will not be able to follow?
SCIT: We will have to do quite a bit of education. It is complicated and so we are hoping that you will help us convey the message in simple layman terms so that everybody can understand it.
Reporter: What is the Government going to do?
SCIT: We will be going to consult people, the whole community as a whole. We will be going to different places and let people know what we are intending to do and hopefully the Legislative Councillors who represent the people will do the same.
