Following is a transcript of the Secretary for Environment, Transport and Works, Dr Sarah Liao's meet-the-media session today (July 15):
Dr Liao : The government is very concerned about the serious traffic accident that happened last Thursday on Tuen Mun Road. To prevent similar incident in the future, upon the instruction from the Chief Executive, we would set up an Independent Expert Group to study the safety aspects of this kind of incident and make recommendations to further enhance highway safety. Its ambit will include highway design and traffic management amongst other considerations. The issues regarding the causes and liability of the persons involved in the Tuen Mun incident would be pursued by the police under its ongoing investigation. The Independent Expert Group would be appointed by the Chief Executive. It would be chaired by Dr Cheng Hon-kwan, and the members would include Mr Edmund Leung, Past President of the Hong Kong Institute of Engineers and Dr S C Wong, Professor of the Hong Kong University.
