Following is the speech (English translation) by the Secretary for Constitutional Affairs, Mr Stephen Lam, at the 2003 Voter Registration Kick-off Ceremony at Shatin Town Hall Plaza today (June 1):
Ladies and Gentlemen,
Let me first welcome all of you for attending and supporting today's voter registration campaign.
This November, we will be holding the District Council (DCs) elections. The elections held every four years have been part of Hong Kong's electoral history for more than two decades. The DCs and their members play a very important role in the community by acting as a bridge between the Government and the citizens. The Team Clean Campaign is a case in point.
In launching this year's voter registration campaign, we are placing special emphasis on encouraging more young people to sign up as voters. I remember that when I was a student, people turning 18 would like to achieve two things: getting a driving licence or going abroad to study.
Nowadays, young people enjoy a more abundant life. They have a wider access to civic rights not known to the young people of our generation. For example, when I was 18, the only election that I could take part in was the student union election.
Therefore, I hope that you will cherish this opportunity which allows you to participate in public affairs. Make a start by filling out the registration form today and returning it to the Registration and Electoral Office. Today, you can also hand in the completed forms to the singers or stars you support.
I hope to see you again at the polling stations in this year's DCs elections and the Legislative Council elections next year. Thank you.
