Senior Appointments Announced

The Government announced today (July 11) that the Central People's Government has, on the nomination and recommendation of the Chief Executive of the SAR, appointed Mr John Tsang Chun-wah, Commissioner of Customs and Excise as Secretary for Planning and Lands and Mr Raymond Wong Hung-chiu, Deputy Secretary for Security as Commissioner of Customs and Excise.

The officers will take up the posts with effect from July 16, 2001. Mr Tsang will succeed Mr Gordon Siu Kwing-chue who proceeded on pre-retirement leave on July 1,2001.

The Chief Executive Mr Tung Chee Hwa expressed full confidence in Mr John Tsang Chun-wah and Mr Raymond Wong Hung-chiu serving in their new positions. "Mr Tsang has served in various senior positions in the Government and he has deep and extensive experience in public administration. Through his outstanding leadership and management skills, he has contributed significantly to the continuing enhancement of efficiency of the Customs and Excise Department. I am confident that he is eminently suitable for the appointment as Secretary for Planning and Lands," he said.

Speaking on the appointment of Mr Raymond Wong as Commissioner of Customs and Excise, the Chief Executive said: "Mr Wong is a veteran Administrative Officer with proven management skills. He has served in Security Bureau for several years and is familiar with the work of law enforcement agencies. I firmly believe that he will effectively lead the Customs and Excise Department in meeting the challenges ahead."

On the retirement of Mr Gordon Siu Kwing-chue, the Chief Executive said: "Mr Siu has served in the civil service for 35 years. He has made many exemplary contributions to the development of Hong Kong through his long and distinguished service. We sincerely wish him a happy retirement."

Biographical notes on Mr Tsang and Mr Wong are set out below:

Mr John TSANG Chun-wah

Aged 50, Mr Tsang joined the Administrative Service in November 1982 and rose to his present rank of Administrative Officer Staff Grade A in January 2000.

Mr Tsang has served in various bureaux and departments, including the former City and New Territories Administration, the former Finance Branch, the former Economic Services Branch, the former Monetary Affairs Branch and the former Trade Department. From 1987 to 1991, he served as the first Administrative Assistant to the Financial Secretary. He was Assistant Director-General of Trade from 1991 to early 1995, Private Secretary to the former Governor from 1995 to June 1997, and Director-General, London from July 1997 to February 1999. Mr Tsang was appointed to his present position of Commissioner of Customs and Excise in March 1999.

Mr Raymond WONG Hung-chiu

Aged 44, Mr Wong joined the Administrative Service in August 1980 and rose to his present rank of Administrative Officer Staff Grade B1 in January 1999.

Mr Wong has served in various bureaux and departments, including Social Welfare Department, the former Home Affairs Branch, the former Health and Welfare Branch, the former City and New Territories Administration, the former Office of Unofficial Members of Executive and Legislative Councils, the former Legal Department and the former New Airport Project Co-ordination Office. He was Commissioner for Narcotics in the former Security Branch from January to December 1996, and served as Deputy Director of the Handover Ceremony Co-ordination Office of the Chief Secretary's Office from January to July 1997. Mr Wong took up his present position of Deputy Secretary for Security in August 1997.
