Revised Assessment Criteria for Considering Applications for Solar Photovoltaic System (October 2022)

The Town Planning Board (TPB) on 7 October 2022 promulgated the revised Assessment Criteria, which takes immediate effect.

The revisions mainly involve criterion (j) regarding planning application for Solar Photovoltaic (SPV) system in “Green Belt” (“GB”) zone. Under the revised criterion, planning permission may be granted if after taking into consideration the conditions of the application site, among others, the SPV system would not adversely affect the landscape character/resources of the “GB” zone and jeopardise the integrity of the zone as a buffer and is in compliance with other criteria particularly criterion (e). Criterion (e) is also revised to add that proposals, among others, causing adverse impacts to wetland are generally not supported.

Some updated requirements are also made to criterion (a) regarding document proof for preliminary technical feasibility of the SPV system, criterion (g) concerning the SPV system within water gathering grounds and criterion (h) specifying the requirement of reflection rate of the SPV system located close to airports and/or heliports.
