The Town Planning Board (TPB) promulgated on 18 March 2019 a revised set of application forms and Guidance Notes for Application under Sections 12A and 16 of the Town Planning Ordinance, which will be launched for use on 1.4.2019.


The existing five sets of section 16 application forms are consolidated into three sets: (a) Form No. S16-I for general development proposals other than those covered by Forms No. S16-II and No. S16-III; (b) Form No. S16-II for proposals involving construction of “New Territories Exempted House”; and (c) Form No. S16-III for proposals involving temporary use/development of land and/or building not exceeding three years in rural areas and renewal of such temporary approvals.


The paper copy of the revised application forms (No. S.12A, S.16-I, S.16-II and S.16-III) will be made available on 1.4.2019 and can be downloaded/obtained at the TPB’s website (, the Secretariat of the TPB, and the Planning Enquiry Counters of the Planning Department. The revised electronic version will be launched later when it is ready. To allow a smooth transition, a grace period of six months from 1.4.2019 will be given where applications using the existing application forms would still be accepted.
