8.1 We look forward to a lively and constructive public
debate following the publication of this document. Hong Kong's public housing
programmes have been an international success story. But there is no doubt
that we face serious challenges in the future. We have identified those
challenges and put forward constructive proposals to deal with them. We welcome
suggestions for additional or alternative ways of achieving our policy aims,
as well as views on the proposals themselves.
