TROPICAL CYCLONE WARNING BULLETIN
HERE IS THE LATEST TROPICAL CYCLONE WARNING BULLETIN ISSUED
BY THE HONG KONG OBSERVATORY.
THE STANDBY SIGNAL, NO. 1 IS IN FORCE.
THIS MEANS THAT A TROPICAL CYCLONE NOW CENTRED WITHIN ABOUT
800 KILOMETRES OF HONG KONG MAY AFFECT US.
AT NOON, SEVERE TROPICAL STORM MAN-YI WAS ESTIMATED TO BE
ABOUT 570 KILOMETRES SOUTHEAST OF HONG KONG (NEAR 18.2
DEGREES NORTH 117.5 DEGREES EAST) AND IS FORECAST TO MOVE
WEST-NORTHWEST AT ABOUT 22 KILOMETRES PER HOUR ACROSS THE
NORTHERN PART OF THE SOUTH CHINA SEA.
ACCORDING TO THE PRESENT FORECAST, MAN-YI WILL STILL
MAINTAIN A DISTANCE OF MORE THAN ABOUT 400 KILOMETRES FROM
HONG KONG TODAY (18 NOVEMBER). STRONG WINDS GENERALLY OVER
THE TERRITORY ARE NOT EXPECTED DURING THE DAY. THE STANDBY
SIGNAL, NO. 1 WILL REMAIN IN FORCE AT LEAST UNTIL 6 P.M.
IN THE PAST COUPLE OF HOURS, LOCAL WINDS WERE OCCASIONALLY
STRONG OFFSHORE AND ON HIGH GROUND. WITH MAN-YI EDGING
CLOSER TO THE COAST OF SOUTHERN CHINA, AND UNDER THE
COMBINED EFFECT WITH THE NORTHEAST MONSOON, WINDS WILL
STILL BE STRONG OFFSHORE AND ON HIGH GROUND TOMORROW (19
NOVEMBER) OVER HONG KONG. DEPENDING ON THE DISTANCE BETWEEN
MAN-YI AND THE PEARL RIVER ESTUARY, ITS INTENSITY AND THE
CHANGE IN LOCAL WIND CONDITIONS, THE OBSERVATORY WILL
ASSESS THE NEED OF ISSUING THE STRONG WIND SIGNAL, NO. 3
TONIGHT TO EARLY TOMORROW.
THERE WILL BE A SPRING TIDE TODAY AND TOMORROW. TOGETHER
WITH THE COMBINED EFFECT OF THE NORTHEAST MONSOON AND
MAN-YI, THE SEA LEVEL WILL BE PARTICULARLY HIGH DURING THE
HIGH TIDE OVERNIGHT. A HIGH WATER LEVEL OF AROUND 3 METRES
ABOVE CHART DATUM IS EXPECTED IN VICTORIA HARBOUR TONIGHT
TO EARLY MORNING TOMORROW, WHILE HIGH WATER LEVEL AT TAI O
WILL BE AROUND 3.3 METRES ABOVE CHART DATUM. MINOR FLOODING
MAY OCCUR IN INDIVIDUAL LOW-LYING COASTAL AREAS. MEMBERS OF
THE PUBLIC PLEASE TAKE APPROPRIATE PRECAUTIONS.

1. PRECAUTIONS SHOULD BE TAKEN. DRAINS SHOULD BE CLEARED OF
OBSTRUCTIONS, AND WINDOWS AND DOORS SHOULD BE CHECKED.
2. DRAINS SHOULD BE CLEARED OF LEAVES AND RUBBISH. PEOPLE
IN LOW-LYING AREAS SHOULD TAKE PRECAUTIONS AGAINST FLOODING.
3. THOSE WHO HAVE DUTIES DURING A TROPICAL CYCLONE SHOULD
NOW REMAIN ON CALL.
4. THERE WILL BE SWELLS. YOU ARE ADVISED TO STAY AWAY FROM
THE SHORELINE AND NOT TO ENGAGE IN WATER SPORTS.
5. FISHING VESSELS AND LOW POWER VESSELS IN OPEN SEA SHOULD
SEEK SHELTER AS SOON AS POSSIBLE AND BE SECURED PROPERLY
WITH MOORINGS.
6. CONSTRUCTION AND PROPERTY MANAGEMENT PRACTITIONERS
SHOULD MAKE SURE THAT OVERHANGING FACILITIES AND TEMPORARY
STRUCTURES OUTDOORS ARE SECURELY FASTENED, AND SHOULD TAKE
PRECAUTIONARY MEASURES.
