TROPICAL CYCLONE WARNING BULLETIN
 
HERE IS THE LATEST TROPICAL CYCLONE WARNING BULLETIN ISSUED
BY THE HONG KONG OBSERVATORY.
 
THE STRONG WIND SIGNAL, NO. 3 IS IN FORCE.
 
THIS MEANS THAT WINDS WITH MEAN SPEEDS OF 41 TO 62
KILOMETRES PER HOUR ARE EXPECTED.
 
AT 5 A.M., SEVERE TROPICAL STORM PAKHAR WAS ESTIMATED TO BE
ABOUT 140 KILOMETRES SOUTH OF HONG KONG (NEAR 21.0 DEGREES
NORTH 114.2 DEGREES EAST) AND IS FORECAST TO MOVE NORTHWEST
AT ABOUT 30 KILOMETRES PER HOUR TOWARDS THE WEST OF THE
PEARL RIVER ESTUARY.
 
IN THE PAST FEW HOURS, PAKHAR HAS INTENSIFIED SOMEWHAT AND
CONTINUED TO MOVE QUICKLY TOWARDS THE COAST OF GUANGDONG.
LOCAL WINDS WERE ALSO STRENGTHENING WITH GALES BEGINNING TO
AFFECT OFFSHORE AREAS AND OCCASIONAL STORM FORCE ON HIGH
GROUND. ACCORDING TO THE PRESENT FORECAST TRACK, PAKHAR
WILL BE CLOSEST TO HONG KONG THIS MORNING, SKIRTING WITHIN
ABOUT 150 KILOMETRES SOUTHWEST OF THE TERRITORY AND LANDING
TO THE WEST OF THE PEARL RIVER ESTUARY AROUND NOON.
 
THE OBSERVATORY WILL ISSUE THE GALE OR STORM SIGNAL NO. 8
SHORTLY. UNLESS PAKHAR INTENSIFIES FURTHER, THE CHANCE OF
ISSUING HIGHER SIGNAL WILL NOT BE HIGH.
 
RAINBANDS ASSOCIATED WITH PAKHAR ARE BRINGING FREQUENT
HEAVY RAIN AND SQUALLS TO HONG KONG. THERE MAY BE FLOODING
IN LOW-LYING AREAS. SEAS WILL BE ROUGH WITH SWELLS. MEMBERS
OF THE PUBLIC ARE ADVISED TO STAY AWAY FROM THE SHORELINE
AND NOT TO ENGAGE IN WATER SPORTS.
 
IN THE PAST HOUR, THE MAXIMUM SUSTAINED WINDS RECORDED AT
TATE'S CAIRN, TAP MUN AND CHEUNG CHAU BEACH WERE 96, 73 AND
71 KILOMETRES PER HOUR WITH MAXIMUM GUSTS 140, 94 AND 90
KILOMETRES PER HOUR RESPECTIVELY.
 
(PRECAUTIONARY ANNOUNCEMENTS WITH NO. 3 SIGNAL)
 
1. YOU ARE ADVISED NOT TO DELAY IN TAKING ALL PRECAUTIONS
TO PROTECT YOUR HOME OR PROPERTY. MAKE SURE NOW THAT ALL
LOOSE OBJECTS ARE SECURE. PORCH FURNITURE, FLOWER POTS AND
OTHER OBJECTS LIKELY TO BE BLOWN AWAY SHOULD BE TAKEN
INDOORS. CHECK AGAIN AND MAKE SURE ALL WINDOWS AND DOORS
CAN BE SECURELY LOCKED.
 
2. STORM WATER DRAINS SHOULD BE CLEARED OF LEAVES AND
RUBBISH, THIS APPLIES PARTICULARLY TO DWELLERS IN LOW-LYING
AREAS.
 
3. FOR SAFETY REASONS, IT IS SUGGESTED THAT ALL OUTDOOR
ACTIVITIES BE CANCELLED.
 
4. PEOPLE SHOULD AVOID WALKING OR WORKING IN AREAS EXPOSED
TO GALES AND SQUALLS. DRIVERS USING HIGHWAYS AND FLYOVERS
SHOULD BE ALERT TO VIOLENT GUSTS.
 
5. FISHING VESSELS NOT YET IN TYPHOON SHELTERS SHOULD SEEK
SHELTER WITHOUT DELAY. CHECK AGAIN THAT ALL DECK FITTINGS
ARE FIRMLY FASTENED. IF AVAILABLE, HEAVY ANCHORS SHOULD BE
PREPARED AND USED IN ADDITION TO REGULAR ANCHORS.
