Industrialist appointed to head Hong Kong Productivity Council The Chief Executive has appointed industrialist and community leader Mr Andrew Leung Kwan-yuen, JP, as the new chairman of the Hong Kong Productivity Council (HKPC). He will succeed Mr Kenneth Fang Hung from January 1, 2003. Mr Leung, who will serve a two-year term, is an experienced industrialist in the textiles and clothing field and has been a member of the Productivity Council since 2000. He is currently a member of the Council's Business Development Committee and has helped steer the Clothing Technology Demonstration Centre Company Limited as its Chairman. In addition, Mr Leung has an impressive community service record in industrial development, education and labour matters. The Secretary for Commerce, Industry and Technology, Mr Henry Tang, said Mr Leung's public service record and strong industrial background made him most suitable for the chairmanship of the Hong Kong Productivity Council. "The HKPC has recently re-positioned its service focus to provide integrated support to innovative and growth-oriented Hong Kong enterprises across the value chain -- in particular, those with a sectoral focus on manufacturing and related service activities, and a geographical focus on Hong Kong and the Pearl River Delta," he said. "At this time of change, a chairman with strong leadership, profound industrial knowledge and commitment is of pivotal importance. I am confident that under Mr Leung's leadership, the Hong Kong Productivity Council will continue to excel in supporting small and medium-sized enterprises, catering to the needs of industry and contributing to the long-term economic development of Hong Kong." Mr Tang also praised the outgoing Chairman, Mr Kenneth Fang, for his exemplary service as the Chairman since 1994. Under his strong leadership, the Council played an important role in Hong Kong's development. "Mr Fang led HKPC with dedication and commitment. With his enthusiasm and insightful advice, the consultancy study on the role, management and operation of the Productivity Council was completed smoothly, and laid down clear directions for the way ahead," Mr Tang said.
