Following is the video speech by the Chief Executive, Mr John Lee, at the Youth Development Summit 2026 today (November 7):

Distinguished guests, ladies and gentlemen,

Good morning. A very warm welcome to Hong Kong and the third edition of the Youth Development Summit - our flagship event for international youth exchange.

This year, we're joined by officials, youth experts and young leaders from the Chinese Mainland and around the world.

Your presence carries a clear message. When young people are empowered, communities are strengthened. And when communities are strengthened, the world moves forward. That is precisely what this year's Summit theme calls on us to achieve.

This year's theme, "Pioneering New Horizons, Venturing into the Future", speaks to our shared mission - to connect minds, widen horizons, and shape solutions for tomorrow.

We're working with the youth of Hong Kong to do exactly that. This September, we announced Hong Kong's First Five-Year Plan to give society, in particular our leaders of tomorrow, a clear blueprint of Hong Kong's economic and social development. Under the Five-Year Plan, Hong Kong will enhance youth development opportunities, nurturing a new generation of young people with an affection for China, our country, and Hong Kong, and empowered with a global perspective as well as an ambitious and positive mindset.

Soon after assuming office, this term of the HKSAR (Hong Kong Special Administrative Region) Government has rolled out Hong Kong's first Youth Development Blueprint. We have launched over 290 measures to promote youth development, turning commitment into concrete opportunities for young people.

We are expanding international exposure through exchanges, internships and learning experiences. Working with our schools, businesses and community partners, we are cultivating an environment where young people can unleash their potential, thrive, and shine on the global stage.

Today's Summit is a springboard for cultural exchange and lasting connections. It brings together diverse perspectives and inspires young people to act on their ideas.

To the young people here today, this is your moment. Be curious, be courageous, and keep striving for excellence. Make the most of this Summit to connect with your peers from across the world, exchange ideas, and turn your vision for the future into real opportunities.

I wish you all an inspiring Summit and, to our friends from the Mainland and overseas, an unforgettable stay in Hong Kong.

     Thank you.
