This year's thematic event featured "Joining Hands in Finance: Beijing and Hong Kong Moving Forward Together". Mr Hui said in his speech that Hong Kong, as a leading international financial centre, has been playing the unique role of a "super connector" and "super value-adder" while our country is pressing ahead with the core mission of becoming a financial powerhouse. The Hong Kong Special Administrative Region (HKSAR) Government is actively driving the "Finance+" strategy, deeply integrating financial strength with areas such as technology, green development and industries. This aims to fully implement the "five major financial articles", namely fintech, green finance, inclusive finance, pension finance, and digital finance, with a view to propelling the real economy with finance.
Mr Hui updated the attendees with the latest developments of Hong Kong's financial market. He pointed out that driven by a series of reforms to the listing regime, the funds raised through initial public offerings (IPOs) in Hong Kong in the first three quarters of this year exceeded HK$380 billion, representing a surge by more than 100 per cent year-on-year. On green finance, the volume of green and sustainable debt issued in Hong Kong in 2025 exceeded US$76 billion. Of this, the total volume of green and sustainable bonds arranged for issuance in Hong Kong amounted to some US$38 billion and ranked first in the Asian market for eight consecutive years. Regarding the synergistic development of Beijing and Hong Kong, close to 290 Beijing enterprises were listed in Hong Kong in the first three quarters of this year, with a market capitalisation totalling HK$13 trillion and a cumulative total of about HK$3.4 trillion raised in Hong Kong. This serves as solid proof that Hong Kong has always been the most robust international capital platform for Beijing enterprises.
Mr Hui added that supporting enterprises to "go global" is an important task for Beijing and Hong Kong in "moving forward together in finance". The HKSAR Government has set up the Task Force on Supporting Mainland Enterprises in Going Global, co-ordinating resources to assist Mainland enterprises in expanding their global footprint, and is actively attracting multinational and large Mainland enterprises to establish regional corporate treasury centres in Hong Kong through policies such as tax concessions. He also encouraged Beijing enterprises to make good use of Hong Kong's well-established storage and delivery networks for commodities trading, with a view to jointly enhancing the country's pricing power and influence in relevant global markets. He expressed the hope that Beijing and Hong Kong, building on the fruitful achievements in the past, will expand new growth areas for co-operation in alignment with the 15th Five-Year Plan and the development of the nation into a financial powerhouse.
On the same day, Mr Hui met with senior officials from the International Department of the People's Bank of China (Office of Hong Kong, Macao and Taiwan Affairs). The two sides had in-depth exchanges on various important financial areas, including how to continue the steady and prudent advancement of the internationalisation of the Renminbi, the development of the commodities trading market, and the strengthening of the exchanges and grooming of financial talent under Hong Kong's First Five-Year Plan promulgated last month.
In the evening, Mr Hui attended the Beijing-Hong Kong Night Exchange Event of the Symposium, meeting and exchanging views with government officials and business leaders as well as representatives of the financial sector from Beijing and Hong Kong to explore new opportunities for further expanding economic, trade and financial co-operation between the two places.
Tomorrow (November 4), Mr Hui will accompany the Chief Executive to attend the Opening Ceremony of the Symposium and participate in the "Invest in Hong Kong" Thematic Promotion Event, where he will deliver a speech. He will return to Hong Kong tomorrow afternoon.
