Draft Hung Shui Kiu and Ha Tsuen Outline Zoning Plan approved

     ​The Chief Executive in Council has approved the draft Hung Shui Kiu and Ha Tsuen Outline Zoning Plan (OZP).

     "The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the Hung Shui Kiu and Ha Tsuen area," a spokesman for the Town Planning Board said today (October 9). 

     The planning scheme area, covering an area of about 707 hectares, is bounded by the Tin Shui Wai New Town to the east, Castle Peak Road to the south, knolls of Yuen Tau Shan to the west and Lau Fau Shan Road/hill slope along Deep Bay Road to the north. 

     The approved OZP has incorporated amendments shown on the draft Hung Shui Kiu and Ha Tsuen OZP No. S/HSK/3, which mainly involve (i) rezoning the area from "Other Specified Uses" annotated "Port Back-up, Storage and Workshop Uses" to "Other Specified Uses" annotated "Industry Park" to facilitate the development of Hung Shui Kiu Industry Park; (ii) rezoning three sites in Planning Area 4B from "Residential (Group B)3" to "Residential (Group A)6" for private residential developments; (iii) rezoning the southern site in Planning Area 34E from "Government, Institution or Community" ("G/IC") to "G/IC(1)" for the reprovisioning of the divisional fire station and ambulance depot cum staff quarters; (iv) revision to the building height restriction from three storeys to 50 metres above Principal Datum for "G/IC" zone to the east of Sha Chau Lei for the redevelopment of Pok Oi Hospital Yeung Chun Pui Care and Attention Home; and (v) rezoning a site to the south of Tuen Ma Line Tin Shui Wai Station from "Comprehensive Development Area" to "Residential (Group A)7" to reflect the completed residential development. 

     The Notes and Explanatory Statement of the OZP have been amended to reflect the above amendments. Opportunity is also taken to update the general information of various land use zonings and the planning circumstances, where appropriate.

     The approved Hung Shui Kiu and Ha Tsuen OZP No. S/HSK/4 is available for public inspection during office hours at (i) the Secretariat of the Town Planning Board, (ii) the Planning Enquiry Counters, (iii) the Tuen Mun and Yuen Long West District Planning Office, (iv) the Yuen Long District Office, (v) the Tuen Mun District Office, (vi) the Ha Tsuen Heung Rural Committee, and (vii) the Ping Shan Heung Rural Committee.

     Copies of the approved OZP are available for sale at the Map Publications Centre in North Point. The electronic version of the OZP can be viewed on the Town Planning Board's website (www.tpb.gov.hk).
