Appointment of Chief Executive Officer of Hong Kong Precious Metals Central Clearing Limited announced

     Hong Kong Precious Metals Central Clearing Limited (HKPMCC) announced today (September 28) the appointment of Mr Bryan Chan Ping-keung as its inaugural Chief Executive Officer for a term of three years. Mr Chan will assume office on October 2.

     The appointment was recommended by the selection panel to the Board of Directors of HKPMCC (the Board) following a global recruitment exercise, and subsequently approved by the Board.

     Mr Chan will lead HKPMCC to supervise and drive the operation and development of Hong Kong's central clearing and settlement system for gold. This includes providing efficient and reliable clearing and settlement services for over-the-counter gold transactions, working closely with upstream and downstream industry participants such as refiners and financial institutions to create synergy, and working with the Government in developing a comprehensive gold trading ecosystem in Hong Kong that meets international standards.

     The Chairman of the Board and Secretary for Financial Services and the Treasury (SFST), Mr Christopher Hui, said, "The Outline of the National 15th Five-Year Plan explicitly supports Hong Kong in developing a commodity trading ecosystem. The First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026–2030) and the 2026 Policy Address also highlight that Hong Kong is leveraging gold as an entry point to develop commodity trading. The gold market is seeing strong momentum and vast opportunities.

     "Mr Chan possesses deep knowledge and extensive experience in financial markets, market infrastructure and government operations, alongside outstanding management and leadership capabilities. As Hong Kong's central clearing and settlement system for gold (the System) is set to be officially launched in the first quarter of next year, Mr Chan takes the helm at this crucial juncture. I am confident that he will lead HKPMCC to enhance the operation of the System continuously, collaborate closely with stakeholders across various sectors and bring greater convenience for global markets to participate in the development of Hong Kong's gold market, enhancing the voice and influence of Hong Kong's gold trading ecosystem in the Asian time zone."

Mr Bryan Chan Ping-keung

     Mr Chan served as an Administrative Officer of the Government from 1988 to 2000. During his tenure as Principal Assistant Secretary for Financial Services, he was responsible for securities and derivatives market policies, as well as the merger and listing of Hong Kong Exchanges and Clearing Limited (HKEX). He joined HKEX in 2000 and was later promoted to Managing Director and Co-Head of Equities and Fixed Income Currency, Global Markets Division.

     HKPMCC is wholly owned by the Government. The Board of Directors, chaired by the SFST, is responsible for steering HKPMCC in taking forward the development of the System, overseeing the company's operations, and providing strategic direction and guidance for its development.
