Applications for Letting Scheme for Subsidised Sale Developments with Premium Unpaid (White Form) and Flat for Flat Scheme for Elderly Owners open

     The Hong Kong Housing Authority (HA) announced today (September 28) that applications are now open for the Letting Scheme for Subsidised Sale Developments with Premium Unpaid (White Form) (Letting Scheme (White Form) ) and the Flat for Flat Scheme for Elderly Owners (Flat for Flat Scheme), which were announced in the Chief Executive's 2025 Policy Address. The two schemes aim to revitalise and optimise the use of existing housing resources in an all-round manner, creating a multiple-win situation for eligible owners and White Form tenants.

Letting Scheme (White Form)

     Letting Scheme (White Form) is launched by the HA and the Hong Kong Housing Society (HKHS) on a pilot basis, with a quota of 3 000, to allow owners of subsidised sale flats (SSF) to utilise their properties flexibly while providing more rental options for citizens who are not eligible for Public Rental Housing (PRH) and unable to afford to purchase private residential properties. Owners who have owned their SSF for 10 years or more may, after paying a Letting Permit Fee, let their flats with premium unpaid to applicants who meet the White Form eligibility criteria of the Home Ownership Scheme (HOS).
 
     Letting Scheme (White Form) must fulfil the following criteria:

(1) The owner must have owned the title of the flat for at least 10 years (from the date of signing the Assignment of the flat) on the date of submitting the application form; and
(2) The flat is premium unpaid.  

     Eligible tenant households under the Letting Scheme (White Form) must fulfil the following criteria:

(1) Comply with the prevailing White Form income and asset limits for the latest HOS exercise; and
(2) During the period from 24 months preceding the date of application submission and up to the issuance of the Tenant Certificate (White Form), neither the applicant nor any listed family member has owned any domestic property in Hong Kong.

Flat for Flat Scheme

     The HKHS launched the Flat for Flat Pilot Scheme for Elderly Owners in 2019. The Scheme has been enhanced and expanded to cover HA's SSF. Eligible elderly owners may sell their original flat in the secondary market with premium unpaid, and subsequently purchase another flat in the secondary market that is either smaller in saleable area or located in a more remote area. The Scheme not only helps promote the turnover of SSF, but also provides an additional option for elderly owners to flexibly allocate their assets according to their retirement life, family needs and living arrangements.

     Apart from owning an SSF with premium unpaid, interested elderly owners must fulfil the following three criteria and apply to the HKHS for a Trade Down Permit before selling their flat:

(1) The owner(s) and listed family members must be aged 60 or above; 
(2) The owner must have owned the title of the flat for at least 10 years; and
(3) During the period from 24 months preceding the date of application submission and up to the time of signing the provisional agreement for sale and purchase of the new flat, neither the owner nor any listed family member has owned any domestic property in Hong Kong (excluding the original SSF).
