​The Commissioner of Customs and Excise, Mr Chan Tsz-tat, led a delegation to Ningxia to attend the 2026 Review Meeting between Hong Kong Customs and the General Administration of Customs of the People's Republic of China (GACC) on September 22. Mr Chan and the Vice Minister of the GACC Mr Zhang Baofeng co-chaired the meeting.
      
     The meeting reviewed the implementation of the 2025-2026 Co-operation Plan between the two customs administrations over the past two years. Both sides also recognised the remarkable achievements made in various areas, including customs clearance facilitation, enforcement co-operation, and training exchanges, particularly in the construction of the new Huanggang Port.
      
     The two administrations also reached consensus on the 2027-2028 Co-operation Plan. Both sides will strengthen co-operation in areas such as customs clearance facilitation and enforcement co-operation, and fully advance the development of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), thereby making greater contributions to the economic development of both places and supporting Hong Kong's better integration into and service of the overall national development. Following the meeting, both sides signed the Co-operation Plan, the salient points of which are as follows:
      
     (1) to actively promote high-quality development in the GBA;
     (2) to support the construction of control points and leverage the strengths of the Hong Kong-Zhuhai-Macao Bridge;
     (3) to enhance co-operation in the construction of Smart Customs;
     (4) to continuously deepen co-operation in risk management and law enforcement;
     (5) to deepen co-operation in multilateral and international Customs affairs, promoting vital principles of the "Smart Customs, Smart Borders and Smart Connectivity Initiative", and enhancing co-operation and exchanges under the framework of the World Customs Organization; and
     (6) to continuously deepen co-operation in exchanges and training.
