Withered Old and Valuable Tree at Silver Mine Bay Beach to be removed by LCSD

The tree concerned is a Casuarina equisetifolia, approximately 26 metres tall, and listed on the Register of OVTs (registration number LCSD IS/3).
Since July 2025, the LCSD has observed the tree's deterioration, as indicated by its sparse crown, chlorotic leaves and dieback of branches. Maintenance and inspection efforts have been stepped up immediately. Detailed laboratory tests have later confirmed that the tree is infected with fungi. Despite the various maintenance and risk mitigation measures, including application of fungicides, soil improvement, soil loosening, application of soil conditioner, and removal of dead branches, the tree's health and structural conditions have still been in a downward trend. A further inspection in April 2026 indicated that the trunk and branches have completely dehydrated with no new buds emerging, and that the tree has withered. In view of the risk of failure of a withered tree, the LCSD has proposed its removal for the safety of beachgoers and members of the public.
The LCSD has submitted the tree removal proposal to the Urban Forestry Advisory Panel through the Tree Management Office of the Development Bureau, and has also consulted the Islands District Council. Agreement to the tree removal has been obtained. After the tree removal, the LCSD will replant a Terminalia catappa at the same location.
A spokesman for the LCSD emphasises that the department will continue to adopt a prudent approach in inspecting and managing trees under its care. Removal of problematic trees will only be considered when no other viable risk mitigation measures are available.
