Tenders invited for site formation and engineering infrastructure works for development of San Tin Technopole Phase 1 Stage 2 (East) Contract 3 (Framework Contract)

This tender exercise covers four contract numbers (ND/2026/03/F1, ND/2026/03/F2, ND/2026/03/F3 and ND/2026/03/F4). Tenderers only need to submit one tender and are not required to submit separate applications for each contract number. The closing time for the tender is noon on September 11.
In accordance with the contract terms, the CEDD will, having regard to actual works needs, assign works to the framework contractors by issuing Job Requests in accordance with the prescribed standard terms.
The major works include:
- site formation of lands (including site clearance) and ground investigation works;
- construction of at-grade roads;
- construction of a cycle bridge across the Shenzhen River meander;
- construction of a sewage pumping station;
- construction of a stormwater pumping station;
- construction of wildlife corridor;
- construction of associated works including cycle tracks, footpaths, drainage works (including construction of box culverts), sewerage works, water mains, landscaping works and slope works; and
- implementation of environmental mitigation measures and environmental monitoring works for the works mentioned above.
The first batch of works to be implemented under Job Requests is scheduled to commence in January 2027. The works under the framework contracts will take about 65 months to complete.
The CEDD has commissioned Arup - Binnies Joint Venture to design and supervise the works. Interested contractors may download the tender forms and other particulars from the e-Tendering System (e-TS). Tenderers must submit tenders in electronic format via the e-TS.
