LCQ10: Lok Ma Chau Control Point and related facilities

     Following is a question by the Hon Lothair Lam and a written reply by the Secretary for Transport and Logistics, Ms Mable Chan, in the Legislative Council today (July 15):

Question: 

     There are views that with the enhanced arrangement under the "East in East out, West in West out" planning strategy for cross-boundary goods traffic between Shenzhen and Hong Kong, the new Huanggang Port (the new Port) will not provide cross-boundary cargo clearance facilities, and will instead implement the co-location arrangement and the "collaborative inspection and joint clearance" mode, resulting in changes in the functions of the Lok Ma Chau Control Point (LMCCP) as well as the uses of related facilities. In this connection, will the Government inform this Council:

(1) given that LMCCP currently still retains six goods vehicle kiosks connecting the Futian Free Trade Zone, whether the authorities will continue to retain these kiosks upon the commissioning of the new Port; if so, whether there will be a time limit for their retention, and of the respective staffing arrangements for the relevant cargo clearance services;

(2) given that following the commissioning of the new Port and the implementation of the co-location arrangement there, the Yellow Bus shuttle bus services between LMCCP and the original Huanggang Port will no longer be needed, will the authorities assist the operators of Yellow Bus in the transformation of their operations; if so, of the detailed plans and timetable; if not, the reasons for that;

(3) of the future uses of the San Tin Public Transport Interchange (STPTI) upon the ceasing of operations of Yellow Bus; whether STPTI will continue to serve as a major transport and feeder service hub for journeys between the new Port and the future San Tin Technopole;

(4) as set out in a paper submitted to the Panel on Security of this Council on 27 March this year, the authorities indicated that no public car park will be provided inside the new Port building and the Government will, where conditions permit, identify suitable sites in the surrounding areas for the appropriate provision of public car parks and park-and-ride facilities, of the latest progress of the relevant work; whether a multi-storey public car park will be established at STPTI or in the vicinity of the new Port to allow cross-boundary travellers to park their vehicles and travel to the new Port by using feeder services; and

(5) whether non-franchised cross-boundary coaches providing feeder services between the original Huanggang Port and urban areas will be allowed to use the public transport interchange at the Hong Kong Port Area of the new Port; if not, will the authorities assist such operators in their transformation?

Reply:

President,

     The new Huanggang Port building is located in the Futian District of Shenzhen. With a view to enhancing passenger clearance experience and efficiency, the co-location arrangement will be implemented at the new Huanggang Port, with the adoption of the new "collaborative inspection and joint clearance" mode. The Hong Kong Special Administrative Region Government will establish the Hong Kong Port Area (HKPA) inside the port building, whereas a public transport interchange (PTI) will be set up in the HKPA of the new Huanggang Port in support of local public transport services (including franchised buses, green minibuses and taxis) and cross-boundary public transport services (including long-haul and short-haul cross-boundary coaches).

     In consultation with the Security Bureau, the Innovation, Technology and Industry Bureau and the Development Bureau, the reply to the question raised by the Hon Lothair Lam is as follows:

(1) and (3) According to the San Tin Technopole Outline Zoning Plan, the existing Lok Ma Chau Control Point and the San Tin PTI have been planned for innovation and technology (I&T) land and adjacent roads. In the long term, these sites will be developed in phases under different models for I&T industries in accordance with the Conceptual Outline of the Development Plan for the Innovation and Technology Industry in the San Tin Technopole. Upon commissioning of the new Huanggang Port, the existing sites of the Lok Ma Chau Control Point and the San Tin PTI will be released for the abovesaid uses to suit the development of the Northern Metropolis.

     For the San Tin PTI, apart from the existing shuttle bus (Yellow Bus) terminus, passenger pick-up/drop-off areas have also been set up in support of various local public transport services, such as local non-franchised buses, franchised buses, green minibuses and taxis. At the early stage of the commissioning of the new Huanggang Port, the San Tin PTI will remain available for the provision of local public transport services.

(2) Under the co-location clearance arrangement to be implemented at the new Huanggang Port, shuttle buses travelling between the Lok Ma Chau (San Tin) PTI and the control points of Hong Kong and Shenzhen will no longer be required. In view of this, the Transport Department (TD) has been maintaining close communication with the Yellow Bus operator, and processing the operator's application for service transformation of all buses within its fleet according to established procedures. This will enable the operator to make optimal use of its fleet resources and continue to provide other non-franchised bus services upon the cessation of the Yellow Bus service operation.

(4) In order to handle more effectively the cross-boundary passenger flow which is anticipated to be exceptionally high, the TD will arrange various local and cross-boundary public transport services in the HKPA of the new Huanggang Port, while no public car park will be provided due to space constraints. The public transport services will include seven franchised bus routes (including one overnight route), six minibus routes (including three overnight routes), cross-boundary coach routes (including five short-haul cross-boundary coach service routes operating 24 hours a day), as well as taxi services (including urban, New Territories and taxi fleet taxis). In particular, the routes of the franchised bus services will cover urban areas in Hong Kong, Kowloon and the New Territories. Once completing immigration clearance at the new port, travellers may take public transport services such as Shenzhen Metro.

     We anticipate that with the convenient public transport service network at the new port, cross-boundary travellers will be encouraged to use private cars less frequently and choose to travel to and from the new Huanggang Port direct by public transport services, thereby reducing the demand for private car parking facilities.

     For travellers who still prefer driving a private car, they may, according to their travel needs, park their vehicle at a car park where public transport services connecting the new Huanggang Port are available, and then switch to public transport. Moreover, the Government is identifying suitable sites in the surrounding areas of the port, which include short-term tenancy sites, for the provision of an appropriate number of public car parks and park-and-ride facilities, and considering the development of such facilities within the San Tin Technopole in the long term.

(5) Long-haul cross-boundary coaches currently providing services at the Lok Ma Chau Control Point/the Huanggang Port will continue to operate and serve cross-boundary travellers at the new Huanggang Port. As for the five short-haul cross-boundary coach service routes currently operating 24 hours a day at the Huanggang Port (with termini currently located in Wan Chai, Kwun Tong, Jordan, Prince Edward, and Tsuen Wan), they will continue to provide services at the new Huanggang Port, and the TD has held discussions with the relevant operators on proposals to optimise and enhance services, including route adjustments and the addition of pick-up and drop-off points within their service scope, with the aim of further facilitating travellers' use of cross-boundary coach services.
