The Government attaches great importance to the well-being of children and firmly believes that every child has a right to protection and appropriate care against harm. The SWD accorded high priority to the case upon learning the situation of the baby boy since late May this year. The SWD maintained communication with relevant government departments to contact the family proactively, and took co-ordinated action in arranging for the baby boy to receive medical examinations and an assessment at a hospital. To safeguard the child's well-being, the SWD applied to the court for a Care or Protection Order under the Protection of Children and Juveniles Ordinance (Cap. 213), and escorted him to a place of refuge for professional care in accordance with the directions of the court.
The SWD has convened a multi-disciplinary case conference with relevant professionals for a comprehensive assessment on the case. It was concluded as a case of child neglect. Having holistically considered the baby boy's safety and best interests, the background and current living conditions of the family, and the potential risks of the case, the SWD submitted a report to the court setting out recommendations on the welfare plan for the baby boy.
The case was heard at the court today and a Care or Protection Order was granted for a duration of three years. The SWD will arrange the baby boy to receive care by professional staff continuously at the existing residential child care centre, and carry out the welfare plan and care arrangements as directed by the court.
The SWD will also provide appropriate support and counselling to the baby boy's family, and report progress to the court at an appropriate time.
