C for T views incident handling measures at Tsing Ma Control Area (with photos)

     The Commissioner for Transport, Miss Winnie Tse, today (June 16) visited the Tsing Ma Control Area (TMCA) to view its traffic incident handling measures, together with the Chairman of the Legislative Council (LegCo) Panel on Transport, Dr Chan Han-pan. Representatives of the Transport and Logistics Bureau, the Hong Kong Police Force, the Kwai Tsing District Office and the Kwai Tsing District Council also joined the visit.

     Miss Tse and officials were first briefed by the TMCA operator at the Administration Building on its incident handling arrangements. The Tsing Ma Bridge (TMB) is equipped with an advanced traffic control and monitoring system comprising lane control signals, variable message signs (VMS), closed-circuit television and an incident detection system. The operator monitors traffic conditions on the TMB in real time, round the clock, via the control centre. When abnormal situations are detected, the operator will swiftly implement traffic management measures, such as closing traffic lanes using control signals, and disseminating real-time information to motorists via VMS and tunnel break-in announcements, thereby minimising the impact of incidents on traffic flow.

     In addition, Miss Tse learned about the facilities deployed by the operator when handling incidents, including patrol cars and the truck mounted attenuators (TMAs) with anti-collision buffer devices, and observed how these facilities provide safety barriers at accident scenes, while following vehicles are warned through rooftop flashing lights.

     Miss Tse said, "The Transport Department (TD) has steered the operator to strengthen preventive alerts on VMS, continuously broadcast information inside the Cheung Tsing Tunnel during emergencies, expand the activation range of warning signal lights, and add rotating beacons to TMAs starting from this month to heighten drivers' vigilance and work safety." Participants also exchanged views on ways to further enhance road safety and the work safety of operational staff.

     The TD's records showed that the traffic accident rate on the Lantau Link is similar to that of other major roads in Hong Kong. The TD has been closely monitoring the operator's service performance, including reviewing its incident investigation reports and conducting on-site inspection in the control area. The TD is reviewing current accident handling procedures and their effectiveness, with a view to continuously improving road safety and the overall operational efficiency of the TMB.

     The Government reiterates its appeal to motorists to remain vigilant at all times, stay focused on road conditions and drive with care. They should heed lane control signals, look well ahead and keep a sufficient distance from the vehicle in front. The TD will continue to remind transport trades through regular meetings to avoid fatigue driving, and to pay extra attention to road works and changes in road conditions when driving on expressways.
