Government announces senior appointments (with photos)

     The Government announced today (March 30) the following senior appointments:

(a) Mrs Angelina Cheung Fung Wing-ping, Commissioner for Tourism, will take up the post of Permanent Secretary for Financial Services and the Treasury (Financial Services) on May 26, 2026, to succeed Ms Salina Yan Mei-mei who will proceed on pre-retirement leave;

(b) Ms Angela Lee Chung-yan, Commissioner for Transport, will take up the post of Permanent Secretary for Commerce and Economic Development on April 1, 2026;

(c) Miss Winnie Tse Wing-yee, Deputy Secretary for Culture, Sports and Tourism, will take up the post of Commissioner for Transport on April 1, 2026; and

(d) Mr Raymond Sy Kim-cheung, Deputy Secretary for Constitutional and Mainland Affairs, will take up the post of Government Property Administrator on May 6, 2026, to succeed Mr Eugene Fung Kin-yip who will proceed on pre-retirement leave.

     Commenting on the appointments of Mrs Cheung, Ms Lee, Miss Tse and Mr Sy, the Secretary for the Civil Service, Mrs Ingrid Yeung, said, "The appointees are seasoned Administrative Officers with proven leadership and management skills. I have every confidence that they will continue to serve the community with professionalism in their new posts."

     Turning to the retirement of the two senior officials, Mrs Yeung thanked them for each rendering over 30 years of loyal and dedicated service to the community and making significant contributions to the Government. She wished them a fulfilling and happy retirement.

     Mrs Yeung said, "As Permanent Secretary for Financial Services and the Treasury (Financial Services), Ms Yan spearheaded a whole host of landmark policy initiatives with a view to safeguarding the stability of Hong Kong's financial system and strengthening the competitiveness of our financial markets. She played a pivotal role in advancing regulatory reforms, driving innovation in the capital markets, promoting the development of the asset and wealth management sector, as well as widening and deepening connectivity between the Chinese Mainland and Hong Kong markets, thereby reinforcing Hong Kong's status as a premier international financial centre."

     Turning to Mr Fung, Mrs Yeung said, "During his tenure as Government Property Administrator, he ably led the Government Property Agency in meeting the Government's needs for suitable accommodation. He made commendable efforts in driving the adoption of technology solutions to optimise the management of government properties, ensuring strong support for the efficient delivery of public services."

     Brief biographical notes of the six officers are set out below:

Ms Salina Yan Mei-mei

     Ms Yan joined the Administrative Service in July 1988 and rose to the rank of Administrative Officer Staff Grade A1 in April 2022. She has served in various bureaux and departments, including the former City and New Territories Administration, the former Transport Branch, the former Trade Department, the former Chief Secretary's Office, the former Trade and Industry Branch, the former Financial Services Bureau, the former Economic Development and Labour Bureau, the former Health, Welfare and Food Bureau, the Hong Kong Economic and Trade Office in Geneva and the former Home Affairs Bureau. She was Deputy Secretary for Financial Services and the Treasury (Financial Services) from October 2011 to August 2016, Director-General of Trade and Industry from August 2016 to August 2020, and has been serving as Permanent Secretary for Financial Services and the Treasury (Financial Services) since August 2020.
 
Mr Eugene Fung Kin-yip

     Mr Fung joined the Administrative Service in August 1990 and rose to the rank of Administrative Officer Staff Grade B1 in April 2023. He has served in various bureaux and departments, including the former Recreation and Culture Branch, the former Industry Department, the former City and New Territories Administration, the former Planning, Environment and Lands Branch, the former Health, Welfare and Food Bureau and the Housing Department. He was Deputy Secretary for Food and Health (Food) from May 2016 to July 2019, Deputy Director of Broadcasting from July 2019 to September 2021, and has been serving as Government Property Administrator since September 2021.

Mrs Angelina Cheung Fung Wing-ping

     ​Mrs Cheung joined the Administrative Service in September 1992 and rose to the rank of Administrative Officer Staff Grade A in April 2025. She has served in various bureaux and departments, including the former City and New Territories Administration, the former Economic Services Branch, the former Education and Manpower Branch, the Civil Service Bureau, the Home Affairs Department, the former Food and Health Bureau, the Labour and Welfare Bureau and the Education Bureau. She was Deputy Secretary for Home Affairs from October 2017 to August 2020, Deputy Secretary for the Civil Service from August 2020 to July 2024, and has been serving as Commissioner for Tourism since August 2024.

Ms Angela Lee Chung-yan

     Ms Lee joined the Administrative Service in July 1994 and rose to the rank of Administrative Officer Staff Grade A in April 2025. She has served in various bureaux and departments, including the former Home Affairs Branch, the former Constitutional Affairs Branch, the Home Affairs Department, the Security Bureau, the former Environment, Transport and Works Bureau, the Trade and Industry Department, the former Food and Health Bureau, and the former Home Affairs Bureau. She was Deputy Secretary for Transport and Housing (Transport) from October 2017 to December 2020, Deputy Secretary for Development (Works) from December 2020 to August 2023, and has been serving as Commissioner for Transport since August 2023.
 
Miss Winnie Tse Wing-yee

     Miss Tse joined the Administrative Service in July 1997 and rose to the rank of Administrative Officer Staff Grade B1 in April 2025. She has served in various bureaux and departments, including the former Health and Welfare Bureau, the former Education and Manpower Bureau, the University Grants Committee, the Home Affairs Department, the Chief Executive's Office, the former Home Affairs Bureau and the Civil Service Bureau. She was Coordinator (Policy Address) of the former Policy Innovation and Co-ordination Office from June to November 2019, Deputy Secretary for Transport and Housing (Transport) (later renamed as Deputy Secretary for Transport and Logistics) from November 2019 to May 2024, and has been serving as Deputy Secretary for Culture, Sports and Tourism since May 2024.

Mr Raymond Sy Kim-cheung

     Mr Sy joined the Administrative Service in August 1997 and rose to the rank of Administrative Officer Staff Grade B1 in April 2025. He has served in various bureaux and departments, including the Civil Service Bureau, the former Constitutional Affairs Bureau, the Chief Executive's Office, the former Housing, Planning and Lands Bureau, the former Education and Manpower Bureau (later reorganised as the Education Bureau), the Financial Services and the Treasury Bureau, the Development Bureau and the former Transport and Housing Bureau. He was Deputy Director of Marine from April 2020 to September 2021, Deputy Director of Broadcasting from September 2021 to January 2024, and has been serving as Deputy Secretary for Constitutional and Mainland Affairs since January 2024.
