
Appointments to Protection of Wages on Insolvency Fund Board

The Government announced today (March 27) the appointment of Mr Matthew Lam Kin-hong as the Chairman of the Protection of Wages on Insolvency Fund Board (PWIFB), the appointment of two new members and the reappointment of four incumbent members to the PWIFB for a term of two years with effect from April 1, 2026.
The new members are Ms Ching Ngon-lai and Ms Ngan Ming-sau. The reappointed members are Mr Chu Hon-chung, Mr Wong Yin-hao, Ms Wong Caroline Ho and Ms Alice Wong Nga-lai.
The Secretary for Labour and Welfare, Mr Chris Sun, welcomed the appointments. "I am confident that under Mr Lam's leadership, the PWIFB will continue to ensure the effective operation of the Protection of Wages on Insolvency Fund to provide protection to employees," he said.
Mr Sun also thanked the outgoing Chairman, Mr Ma Ho-fai, and member Ms Juan Leung Chung-yan, for their contributions to the PWIFB over the past years. Paying special tribute to Mr Ma, he said, "I am heartily thankful to Mr Ma for his exemplary leadership and sterling contributions during his eight-year tenure as PWIFB Chairman. The PWIFB has not only completed the review of the coverage of ex gratia payment items under the Fund, but has also introduced free legal services for applicants, which shortened the time required for processing applications and strengthened the functions of the Fund as a safety net."

The PWIFB, formed under the Protection of Wages on Insolvency Ordinance, is tasked mainly with administering the Fund, which provides ex gratia payments to employees whose employers have become insolvent.
