Housing Bureau awards two operation and management contracts of Light Public Housing projects (with photo)

     The Housing Bureau (HB) today (March 26) awarded the ninth and the 10th operation and management contracts of the Light Public Housing (LPH) projects (Contract No. LPH20250008 and LPH20250009) to Easy Living Consultant Limited - Yan Oi Tong Limited - New Territories West Power Social Service Limited Joint Venture, at tender sums of about $173.6 million and $179.1 million respectively.
 
     The ninth and the 10th contracts cover Phase 1 and Phase 2 of the project at Yan Po Road, Tuen Mun, which will provide a total of about 5 600 units (about 2 800 units in each phase) and are expected to be gradually completed for tenant intake in the third quarter of this year.
 
     The Secretary for Housing, Ms Winnie Ho, said, "Since the tenant intake for the first LPH project in March last year, seven projects providing a total of about 9 650 units were completed in just one year and all have achieved full intake, substantially improving the living environment and quality of life of nearly 20 000 people. Based on the current construction progress, we expect that a further 20 400 LPH units will be completed within 2026 and in early 2027, gradually moving towards the target of completing the construction of about 30 000 units by 2027-28. With the appointment of the operating organisation for Yan Po Road, Tuen Mun (Phase 1 and Phase 2) LPH today, this social project will further benefit nearly 15 000 people and enable about 5 600 families in need to live a better life."
 
     She added, "The two contracts are awarded to Easy Living Consultant Limited - Yan Oi Tong Limited - New Territories West Power Social Service Limited Joint Venture today. With the synergy of the three organisations, sharing of resources can be achieved in the overall operation and management, thereby enhancing cost-effectiveness. This also marks the first time the HB has awarded an operation and management contract to a joint venture comprising three organisations. Among them, Easy Living Consultant Limited and Yan Oi Tong Limited have already been operating the nearby Tsing Fuk Lane project in Tuen Mun for the HB, while New Territories West Power Social Service Limited, participating in the operation of LPH for the first time, has been rooted in Tuen Mun District and serving its residents for years. Therefore, I have high expectations for them to give full play to their strengths in different areas, so that the occupants of Yan Po Road, Tuen Mun LPH and its neighbourhood can benefit from the high-quality property management and targeted social services, thereby fostering a caring and inclusive community. I would also like to appeal to other organisations that are interested in operating LPH projects to actively participate in the ongoing final tender for the project at Hang Kwong Street, Ma On Shan, and work together with the Government to improve the living environment of the grassroots and help them in their pursuit of happiness."
 
     In addition to providing accommodation, the LPH projects will also offer various services and facilities for the residents and local communities nearby. Therefore, unlike general property management contracts, the requirements for LPH operation and management services not only cover occupant management, property management and daily maintenance, but also a range of social services (such as facilitating residents' integration into the community, providing assistance in job seeking and schooling, offering support to the elderly and persons with disabilities, and providing services for children, after-school care and social work support), as well as the management and operation of ancillary facilities (such as retail and catering facilities and study/activity rooms).
 
     To ensure service quality, the HB has, in the assessment process, carried out a technical assessment based on a series of criteria including the management capability and relevant experience of the tenderers, as well as the proposed modes of operation and management, social services to be provided, exit plan and the use of innovation and information technology. The tender price was then comprehensively evaluated to decide on the most suitable operating organisation.
 
     The response to LPH application has been overwhelming, with about 32 300 applications received as at March 25, 2026. This fully demonstrates that with a better living environment, appropriate facilities, targeted services and affordable rent, LPH projects are highly popular among citizens currently facing housing difficulties.
