LCQ22: Increasing and improving sports and recreation facilities

Question:
The Government proposed the Five-Year Plan for Sports and Recreation Facilities (Five-Year Plan) and the 10-year Development Blueprint on Sports and Recreation Facilities (10-Year Development Blueprint) in the 2017 and 2022 Policy Addresses respectively to develop new and improve existing sports and recreation facilities such as sports centres, swimming pools, sports grounds and parks. In this connection, will the Government inform this Council:
(1) since the Five-Year Plan was proposed, of the numbers of new and improved recreation and sports facilities in the community, as well as the respective numbers of projects for which works will commence and have commenced;
(2) given that in the reply to a question raised by a Member of this Council on the Estimates of Expenditure for the financial year 2025-2026, the Government indicated that among the 26 sports and recreation facility projects under the Five-Year Plan, funding approval had been obtained from the Finance Committee of this Council for 21 projects, under which 13 facilities had been opened or partially opened for public use, of the latest progress of the remaining projects, including when the sports and recreation facility projects for which feasibility studies have been completed to date are expected to commence works and to be opened for public use;
(3) given that the 10-Year Development Blueprint has proposed refurbishing recreation and sports facilities in old districts to safeguard the safety of venue users, of the latest progress of the relevant departments' regular inspection, maintenance and repair work for such facilities; and
(4) of the specific measures put in place by the authorities to expedite the completion of the plan to build more community sports venues as proposed in the 10-Year Development Blueprint?

My reply to the questions raised by the Hon Adrian Ho is as follows:
(1) and (2) Among the 26 projects proposed for launching under the Five-Year Plan for Sports and Recreation Facilities (Five-Year Plan), funding approval from the Legislative Council has been obtained for 21, of which 17 have been opened or partially opened for public use, and works on four projects have commenced. For the remaining five projects, one has been included in the 10-Year Development Blueprint for Sports and Recreation Facilities (10-Year Blueprint), and four are still under planning. The latest progress of the 26 projects is set out in Annex.
(3) The Government is committed to providing quality and safe sports and recreation facilities for the public. The Leisure and Cultural Services Department (LCSD) will take into consideration factors including, operating years of the facilities, state of wear and tear, safety conditions of the facilities and views of stakeholders when formulating plans for facility replacement, refurbishment, repair or redevelopment in collaboration with the relevant works departments. In addition to the projects for redeveloping or upgrading facilities under the 10-year Blueprint, the LCSD also carries out regular replacement, refurbishment and repair works to ensure that facilities are safe and in good condition. The LCSD conducts inspections on a regular basis. If facilities are found to be damaged, the LCSD will promptly contact the relevant works departments for follow-up and repair to safeguard the safety of facility users.
(4) Under the 10-Year Blueprint, the projects of Quarry Park in Anderson Road Quarry (including multi-purpose outdoor courts) and Joint-user Complex at Site G2, Anderson Road Quarry (including a sports centre) are expected for completion in 2027, whereas Cycle Park cum Skatepark in Area 147, Tung Chung is target for completion in 2028. Other sports facility projects under the 10-Year Blueprint are at various planning stages. The Government will continue to examine the urgency and priority of various works projects under planning and review their works schedules so as to make more effective use of public resources.
In addition, the LCSD is co-ordinating with other government departments and agencies in planning and implementing works projects, such as taking forward the construction of a new sports centre near Sze Mei Street in San Po Kong and the relocation of Cheung Sha Wan Sports Centre to the Joint-user Complex at Cheung Sha Wan Road in Sham Shui Po with the Development Bureau, which are expected for completion in 2026 and 2030 respectively.
