The legal departments of Guangdong Province, the Hong Kong Special Administrative Region (SAR) and the Macao SAR today (December 30) officially promulgated the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) Arbitrator Panel and the Guangdong-Hong Kong-Macao Greater Bay Area Mediator Panel 2025. The GBA Arbitrator Panel and the GBA Mediator Panel 2025, with 143 arbitrators and 233 mediators respectively from Hong Kong, Guangdong and Macao, will enhance the interface of dispute resolution talent in the GBA. The panels are available on the Department of Justice (DoJ)'s arbitration webpage and mediation webpage respectively.

     The establishment of the GBA Arbitrator Panel and the GBA Mediator Panel implements the measures in the Action Plan on the Construction of Rule of Law in the GBA released earlier by the DoJ. It will effectively promote the complementary advantages of resources, the interface of arbitration and mediation regulatory frameworks of the three places and a wider use of arbitration and mediation in the GBA, and promote the establishment of GBA standards, thereby further enhancing the multifaceted dispute resolution mechanism in the GBA.

     The panels were jointly established by the DoJ of the Hong Kong SAR Government, the Department of Justice of Guangdong Province, and the Office of the Secretary for Administration and Justice of the Macao SAR Government. They have been endorsed at the GBA Legal Departments Joint Conference.
