Appointment of Commissioner of Civil Aid Service announced

     ​The Government announced today (December 19) that the Chief Executive, in exercise of his authority under the Civil Aid Service Ordinance (Cap. 518), has appointed Mr Victor Pang Wing-seng as the Commissioner of the Civil Aid Service (CAS) for a term of two years with effect from January 1, 2026. 

     The Secretary for Security, Mr Tang Ping-keung, welcomed the appointment of Mr Pang. "Mr Pang joined the CAS as a volunteer member in 2021 and was promoted to Deputy Commissioner in 2025. He is deeply committed to the Service, and has exemplary executive and leadership skills. I am confident that under Mr Pang's leadership, the CAS will continue to be an efficient auxiliary service, providing quality and reliable service to members of the public," Mr Tang said. 

     He also thanked the outgoing Commissioner, Mr Lo Yan-lai, for his valuable contribution. "Mr Lo has served the CAS for 44 years, and during the past seven years as Commissioner of the CAS, Mr Lo has led the CAS to take part in many prominent rescue operations and major events including operations in combating the COVID-19 epidemic. He has also shown exceptional dedication to youth development work. Under his leadership, the CAS has consistently delivered excellent results, rendering timely and professional support to regular disciplined forces, and making solid efforts in maintaining Hong Kong as a safe and livable city," he added.

     The CAS is an auxiliary emergency service financed by the Government. It is formed by over 3 700 volunteer members from all walks of life. It also has the CAS Cadet Corps which comprises more than 4 000 young people aged 12 to 17.
